LG/Municipal Coordinators
Deloitte Consulting and WSP, together with Georgia State University and the Niti Foundation are implementing a five-year USAID funded Public Financial Management Project (USAID PFM) whose purpose is to provide technical assistance and strengthen Public Financial Management (PFM) functions, performance, and accountability of targeted agencies at the federal, provincial, and local levels of government, and to provide targeted assistance to the Government of Nepal (GoN) aimed at strengthening national PFM institutions and systems to sustainably advance PFM. The USAID PFM Project aims to strengthen public financial management at the federal, provincial, and local government. The project consists of two objectives.
- Objective 1 - Strengthen PFM functions, performance, and accountability at provincial and local levels of government, and
- Objective 2 - Strengthen targeted national PFM institutions and systems to sustainably advance PFM functions.
The USAID PFM is currently seeking qualified candidates to fill the role of Local Government Coordinators as per the details provided below:

The LG coordinators will be responsible for carrying out functions of coordination, communication, and dissemination of the Project's deliveries to the selected Municipalities for the effective implementation of the PFM activities.
KEY DUTIES AND RESPONSIBILITIES:
- Gather information/data of selected municipalities on the following areas:
- Budget and Expenditure
- Revenue Basis, Target, and Collection
- LISA and FRRAP Scores
- Audit Irregularities (Final &Internal Audit)
- Fiscal Transfers from Federal and Provincial Governments including NNRFC recommendations and assessment
- Divisible Funds
- Delivery of Key Services
- Obtain information on acts, rules, regulations, standards, manuals, reform plans and other related documents used by the LGs including but not limited to:
- Financial Procedural and Fiscal Responsibility Laws
- Public Procurement Regulations and Guidelines
- Revenue Improvement Action Plan
- Project Bank
- Periodic Plan
- Annual Plan
- Budget and Planning Preparation Guidelines
- MTEF Guidelines
- GRB Policy and Guidelines
- Internal Control and Audit Guidelines
- Audit Irregularity Guidelines
- Expenditure and Engineering Standards/Norms
- Standard Operating Procedure for the LG Committees
- Citizen Engagement Mechanism for Budget and Planning Process
- Municipality Profile
- Facilitate and support in complete use of various ICT based PFM Systems including SuTRA and PAMS
- Facilitate and support in rolling out PFM related reform activities undertaken by the Project
- Communicate and coordinate with both Provincial Office of the Project and LGs on status of the project activities on regular and priority-basis as required
- Facilitate and support in organizing consultation meetings, training programs, workshops, interaction programs and other project events as directed by the Provincial Lead
- Update the Provincial Office on key activities of the LGs relating to PFM, Governance, Citizen Engagement, GRB/GESI Interventions among others
- Assist LGs in identifying and prioritizing their requirements relating to PFM to be intervened through the Project
- Perform as a Focal/Contact Person of the Project for the LGs in respect of carrying out project activities
- Perform other works as directed by the Provincial Lead
Working Mechanism
- Prepare Monthly Workplan in consultation with the Provincial Lead
- Visit selected/specified LGs on regular and on call basis to accomplish their duties and responsibilities
- Prepare Monthly Performance Report (MPR) and submit to the Provincial Lead within 3 days after the completion of each month
- The working station will be the Provincial head quarter of Madhesh Province and Lumbini Province and/or as posted by the provincial office.
Required Qualification and Experience
- A Bachelor’s degree in relevant field such as in Management, Economics, Statistics, Social Studies, Rural Development/Development Studies, Law or equivalent
- 3 years of work experience in public sector organizations, NGO, INGO
- Fluency in spoken and written Nepali and English Languages.
- Skills in MS Office (Word, Excel, PowerPoint etc.,)
- High professional and personal integrity.
- Excellent communication and interpersonal skills.
- Ability to collaborate effectively with diverse stakeholders and Implementing agencies.
- Ability to work both independently and collaboratively in a team.
- Organizational skills and the ability to concurrently handle multiple assignment.
- Willing to travel to project implementation sites/LGs
- Familiarity to local context will be an asset.
