About the project:
Nepali Yuwa in Climate Action and Green Growth (NYCAGG) project is funded by the European Union to promote the involvement of young Nepali people in green growth, environmental protection, and combatting climate change. NYCAGG is a four-year-long project that will be implemented in Province 2, Karnali Province, and Sudurpaschim Province through the consortium partners Youth Innovation Lab (YI-Lab), Restless Development Nepal, CREASION, and CDMS.
NYCAGG focuses on working with young people, empowering and providing them a platform to aid towards the post-COVID recovery and development process. Furthermore, the activities under Climate Fellowship, Climate Smart Entrepreneurship, Mentee-mentorship, Digital Advocacy, and Youth Sounding Board work towards empowering young people, providing them employment opportunities, generating innovative ideas to address climate and environmental issues, and advocating for policy changes to promote environmental protection.

Job Description:
LDCRP Expert will be responsible to oversee the whole process of the recently endorsed Local Disaster and Climate Resilience Framework (LDCRF) by the National Disaster Risk Reduction and Management Authority (NDRRMA) and development from training and guiding Climate Fellows placed at the municipal level, coordinating with municipal governments, drafting LDCRF and incorporating feedbacks combining both climate change adaptation and DRR perspective for building resilient communities and make local government more responsive and inclusive. S/he will be responsible for supporting activities under Climate Fellowship.
Qualifications
1. Education and experiences
- Master’s degree in Disaster Risk Management, Environment Science, Environmental Engineering, Climate Science/Studies, or any other relevant field.
- At least 5 years of experience in implementing and managing DRM projects. Demonstrated expertise and experience in developing and operationalizing disaster management related acts, policies, strategies, and guidelines.
- Demonstrated expertise and experience in developing and operationalizing DPRP/LDCRP, expertise in community-based disaster management, Vulnerability and Capacity Assessment (VCA) and experience in digital VCA. Sound knowledge of LDCRF processes and procedures.
- Working experience with provincial and local government including LDCRP development and its implementation.
- Expertise in facilitation and capacity building and providing training for preparing LDCRF.
- Technical Expertise in handling and using Bipad Portal
- Practical knowledge of local disaster risk management planning process including the development of legal documents related to DRM, and CCA.
2. Skills and competencies
- Strong government stakeholder coordination and familiarity with Government of Nepal DRM and climate related matters.
- Knowledge of climate resilient practices.
- Sound knowledge of GIS.
- Advocacy skills especially with government stakeholders.
- Coordinate with young people and guide them accordingly.
- Fluency in written and spoken English and Nepali.
- Attention to detail, ability to follow procedures, meet deadlines, track progress, and work independently and cooperatively with team members.
- Advance skill in using Computer and IT, and good experiences in using the digital platform.
Roles and Responsibilities
1. Coordination and administration
- Maintain close coordination and contact with partnered provincial and municipal governments.
- Development of LDCRF and support in its endorsement.
- Ensure the overall coordination with Climate Fellowship Coordinator and Climate Fellows for the implementation of Climate Fellowship and provide needed guidance for LDCRF development.
- Provide training and guidance to Climate Fellows throughout the Climate Fellowship period.
- Ensure timely, effective, and efficient implementation of the Climate Fellowship activities.
2. Compliance to policies, rules/regulations, and guidelines
- Adhere to Youth Innovation Lab organizational policies, procedures, regulations, and guidelines.
- Ensure that the organization and donor’s compliances are met.
3. Monitoring and evaluation
- Carry out internal monitoring of Climate Fellowship activities.
- Frequently monitor and evaluate the data quality and information provided by Climate Fellows.
- Frequently monitor the GIS based map preparation and other relevant activities.
4. Reporting
- Draft and finalize the LDCRF report after incorporating feedback from partnered palikas.
- Collect and compile learning, good practices, and case studies from the field.
- Support Climate Fellowship Coordinator in preparing reports.
