बहुउद्येश्यीय बिकास समाज (MPDS) डडेल्धुरा २०५५ सालमा स्थापना भएको गैर सरकारी संस्था हो । यस संस्थाले स्थापनाकाल देखि विभिन्न दातृ निकायहरुको सहयोगमा  सुदुरपश्चिम प्रदेश भित्रका जिल्लाहरुमा विभिन्न क्षेत्रमा सरोकारवाला निकायहरुसंगको सहकार्य तथा समन्वयमा शिक्षा, स्वास्थ्य, वातावरण, पर्यावरण, कृषि, पशुपालन, सामाजिक परिचालन, मानव अधिकार, आय आर्जन, क्षमता बिकास, सुशासन, गरिबी निवारण, महला सशक्तिकरण, बालबालिका, जेष्ठ नागरिक, र जनस्वास्थ्यको समस्याको रुपमा रहेको HIV, COVID19, TB, Malaria जस्ता रोगहरुको रोगथामका लागि समुदायमा बिभिन्न कार्यक्रम संचालन गर्दै आई रहेको छ ।

  • संस्था, तथा परियोजनाको बजेट निर्माण तथा कार्यान्वयन सम्बन्धि ज्ञान तथा अनुभव भएको

Job Description of Admin & Finance Officer (लेखा तथा प्रशासन अधिकृत पदको कार्य जिम्मेवारी बिवरण)

MPDS is a Nepali non-governmental, not-for-profit, non-partisan, social development organization and non-religious organization established in 1998 A.D. in Dadeldhura. MPDS has been working with the poor and marginalized people in Sudurpaschim province to empower them for the past 25 years. MPDS has proven its devotion for fulfilling its commitment through partnerships with various local, national, as well as international agencies, networks, and alliances. MPDS believes that social transformation is only possible through joint endeavors from all the concerned actors in society. MPDS is implementing various programs/projects in partnership with different donor agencies.

MPDS is an NGO working in a diverse sector for the development of rural communities in Nepal.  We have been working closely with these rural, marginalized, and deprived groups in the sectors of Climate Resilience Agriculture, health, agriculture, quality education, human rights, good governance, DRR/CCA, WASH, food, nutrition security, natural resource management, climate-smart technology transfers, reproductive rights, livelihoods, alternative energy, empowerment, organizational development and capacity development, income generation, entrepreneurship development, and so on.

Multipurpose Development Society (MPDS) is looking for competent, experienced and motivated candidate for the position of Admin and Finance Officer who will be responsible for managing accounting system in compliance with MPDS financial policies, procedure & operating policy, and ensuring 100% accuracy & compliance on prevailing income tax act, rule. You will ensure complete records and receipt for all daily transactions and proper filing of all financial, legal and banking documents. The person having this position will be working closely with the organization’s finance and program team to run the smooth operations of financial and logistics management.

Major Duties and Responsibilities:

AFO is responsible for overall Financial, Administrative & Procurement Management including

A. Administration and Procurement

  • Maintained office equipment, materials, and properties as per required. 
  • Keep fixed and non-fixed assets record in register, loan book of assets, and personal assets record in register. 
  • Maintain office premises to provide good working environment. 
  • Ensure the motorbike logbook has maintained and prepared vehicle/motorbike log report monthly basis.
  • Ensure that the leave records, timesheet, work plan, attendance register, and personal file of each employee have been maintained and updated.
  • Ensure that staff and office properties are insured through a reliable and recognized insurance company 
  • Arrange venues for the training, workshop, and meetings; and provide logistics support. 
  • Ensure all procurement management and inventory management has followed up and compliance with donor agency and partnership guidelines.
  • Responsible for the management of all project procurement functions compliance and control as per the organizational policy and procurement guidelines. 
  • Work closely with the program management team to facilitate procurement planning and execution.

B. Finance

  • Skill and Knowledge of preparing journal voucher, control ledger, Bank reconciliation and other related financial reports as per the provided formats of the donor. 
  •  Maintain the good working relationship with the vendors, bank, program colleagues and other related stakeholders for smooth handling of the project finance function. 
  • Prepare vouchers; ensure proper budget coding, cheque writing and submission for approval to the concerned authorities. 
  • Timely payments of vendor’s bills and settlement of advance, liabilities and receivables etc. and reconcile periodically. 
  • Responsible for annual remuneration tax assessment, monthly payroll, retirement fund and TDS management. Work closely with the Finance & Admin coordinator for this job. 
  • Ensure the financial management system is in accordance with partner/donor’s & HO guidelines, International & National Accounting Standards. 
  • Data entry into the accounting software or manually and generate reports as required. 
  • Produce / compile financial reports as and when required. 
  • Monitor petty cash and manage all bank transactions.
  • Facilitate internal, external, and project audits.
  • Day to day support on financial management of an organization

C. Skills

  • Excellent computer skills including web base applications and software e.g FAMAS and experience of accounting and internal control procedures, analytical skill, time management, flexibility and proactive, team player, program understanding and have a sound skill and capacity in preparing reports in English & Nepali language

D. Required qualification and experience: 

  • Bachelor’s degree in accounting or business management or equivalent with at least 3 years' experience in related fields 
  • A clear understanding of program support, financial management, procurement, logistics, administration ethics and donor compliance is essential. 
  • Knowledge of payroll, tax law and VAT, accounting, internal control system, budgeting, and reporting.
  • Strong team coordination, listening, consensus building skills. 
  • Strong computer literacy with a full knowledge of office applications and accounting software.
  • Strong organizational skills and demonstrated ability to multitask and process information into action so as to not delay program activities. 
  • Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members. 
  • Ability to work effectively with an ethnically diverse team in a sensitive environment.
