INF Nepal, established in 1952, is a Nepali non-government organization serving Nepali people through health and development work to improve the quality of life of individuals and community as whole. The organization works in four provinces (Gandaki, Lumbini, Karnali and Sudurpaschim provinces) of Nepal to bring sustainable improvement in the health and development of individuals and communities by empowering communities, providing health care and preparing for disasters. In Community Health and Development, the major focused thematic areas are (i) livelihood and resilience (ii) disability inclusion/rehabilitation (iii) mother and neonatal child health (iv) Leprosy and NTDs. Similarly, GEDSI and climate change adaptation and disaster resilience are INF Nepal’s cross-cutting thematic areas.

INF Nepal, requires the service of a qualified independent consultant to carry out final evaluation of Sustainable Improvement in People’s Livelihood through Empowerment (SIMPLE) Project with the main aim of sustainable improvement in the quality of life of the people in Maharajgunj Municipality in Kapilvastu district also to achieve the major objectives of food security and increased income, increased social inclusion of women and people with disabilities and creation of resilience in communities. The project is being implemented through the interventions like capacity development (training, orientation, education, regular facilitation and networking), resource provision (financial, materials and technology), lobby/advocacy/coordination (with relevant government and non-government agencies), and awareness raising (education, facilitation, radio jingles, street drama etc.).The project contributes to the indicators of SDG 1 “No poverty” SDG 2 "Zero Hunger”; SDG 5 "Gender Equality”; SDG 8 “Decent Work and Economic Growth”; SDG 10 “Reduced Inequality”;  and SDG 13 "Climate Action”.

INF Nepal invites Expression of Interest (EOI) from the Professional/Experts/Qualified individuals and company for above mentioned final evaluation of SIMPLE Project, in Kapilvastu.

Requirements for the lead consultant/consultancy are:

• Proven experience in research, monitoring, and evaluation of non-governmental community development structures, processes, and integrated programs.
• Sound knowledge and understanding of service provision to national standards, gender, disability DRR and Climate Change systems in Nepal.
• Strong analytical skills to document project inputs and their impact on results (result credibility)  
• The consultant should have passed a Master’s degree in the relevant subject and must be able to demonstrate relevant and extensive expertise to address livelihood, gender, disability, disaster and climate change. Further, the consultant must have prior experience in carrying out such evaluations 
• Consultant/ consultancy should be registered in VAT, latest renewal, and Tax clearance certificate.

(The individual consultant not registered in VAT can also apply, but TDS will be subjected as per government tax rule)

Interested individual or company need to submit the following documents along with name and CV of Final Evaluator in a sealed quotation to the office address as below.

• Cover letter expressing interest in the project for final evaluation.
• Separate Technical and Financial proposal
• Detail profile of firm and Consultant's CV
• Updated firm registration, VAT and Tax clearance certificate of FY 2080/81.
• Estimated Budget including Breakdowns.
• Term of Reference (ToR) is available in the annex below and can be downloaded.
• The above documents shall be sent in envelope in sealed form to the following address no later than 5:00 PM of 25th March, 2025 (12th Chaitra, 2081).

The INF Nepal has right to accept or reject any/all proposal without assigning any reasons, whatsoever.
