Context:

Project Context and Scope

This assessment focuses on stock taking of existing labour market, assessment of labor migration policies, ongoing revisions, and regular pathways for migration in Gulf Cooperation Council (GCC) corridors, with the goal of developing gender-sensitive, evidence-based policy recommendations. The findings will be shared in an inter-regional dialogue/s with key stakeholders aimed at fostering safe, regular migration pathways.

The initiative aligns with the "Kathmandu Declaration" of the Colombo Process, aiming to harmonize laws and policies related to recruitment, costs, and regional labor migration governance. The outcomes will support ongoing dialogues, contributing to the facilitation of regular migration through enhanced coordination and evidence-based policymaking.

The assessment is initiated through the PROMOTING REGULAR AND ORDERLY PATHWAYS FOR GENDER RESPONSIVE, SAFE AND SECURE MIGRATION IN NEPAL (PROGRESS) project supported by IOM Development Fund.

An international consultant will be hired to conduct a comprehensive assessment of regular migration pathways in the GCC corridor with a focus on Nepal and Asian countries. The consultant will draft a gender-sensitive policy paper that provides recommendations for improving labor migration governance, promoting safe migration practices and recruitment practices in the GCC corridors. The paper will inform a multi-stakeholder dialogue process and contribute to improved migration governance.

Core functions / Responsibilities:

Tasks to be performed under this contract

  • Conduct a Gender-Sensitive Assessment: Draft a report by analyzing existing policies, practices, and regulations governing labor migration from ASIA to GCC countries, considering gender-specific challenges and opportunities.
  • Policy Paper Development: Based on the assessment, draft a policy paper outlining actionable recommendations for enhancing safe and regular migration pathways.
  • Stakeholder Engagement: Engage with government bodies, recruitment agencies, international organizations, and migrant-sending countries to gather relevant data and insights.
  • Support Dialogue Process: Draft agenda and outcome documents for the dialogue, ensuring the integration of the assessment findings and recommendations into the discussions.

Performance indicators for the evaluation of results:

  • Gender-Sensitive Assessment Report: A comprehensive report with analysis of regular migration pathways in the GCC corridor, addressing gender-specific issues.
  • Policy Paper: A detailed policy document with recommendations for improving labor mobility, recruitment, and governance in the GCC migration corridor.
  • Dialogue Preparatory Materials: An agenda and preparatory materials for the dialogue, based on the findings and recommendations.
  • Outcome Document: A summary of key conclusions and action points from the dialogue.

The consultant is expected to submit the final deliverables within the agreed-upon timeline as follows:

  • Submission of the inception report and workplan and timeline – 14 days 
  • Sharing of first draft of the assessment report – 70 days
  • Sharing of the detailed policy document – 90 days
  • Review and revise the documents based on the inputs received and submit the final draft of review – 120 days
  • Sharing of the outcome document from the Asia-GCC dialogue – at the end of the consultancy and upon completion of the event.

Required Qualifications and Experience

Education

  • PhD or advanced degree in international law, migration studies, public policy, or a related field from an accredited institution.

Experience

  • At least 10 years of experience in labour migration, public policy, and migration management.
  • Proven expertise in drafting technical reports, policy papers, and organizing policy dialogues.
  • In-depth knowledge of the GCC migration corridor and related labor migration issues.

Skills

  • Ability to apply a gender-sensitive approach in migration policy assessments.
  • Strong research and analytical skills.
  • Fluency in English (oral and written) is required.

Languages

Fluency of English is required (Verbal and Written).
