Individual Technical Consultant (Civil Sub-Engineer)

Tuki Association Sunkoshi (TASK) is a non-governmental, non-profit making local organization working in Sindhupalchok district since 1992 in the fields of Livelihood, Education, Child Protection, Social Security, Gender Disability and social inclusion (GEDSI), Health and Nutrition, Reconstruction and recovery, Good Governance, DRR and many more development programs having partnership with different INGOs and collaboration with Local governments.

Tuki has been implementing the “Promoting Gender Equality and Safety in School (PGESS)” project with funding support from the ChildFund Japan Nepal Office since August 2023. The project primarily intends to reduce school-related gender-based violence at the school and community levels.

At present, this project needs qualified and experienced Nepali citizens for the position detailed below:

Position: Individual Technical Consultant (Sub-Engineer)

Duration: About five months.

Job Location: Based on the Tuki office located in Sunkoshi Rural Municipality -6, Thumpakhar with frequent field visits at other project schools, including Mahendrodaya Secondary School, ward # 6-Thumpakhar, Thokarpa Secondary School, ward # 2, and Mahendrakanti Secondary School ward# 3-Kalika. 

Reports to: Project Coordinator

Purpose of the Position 

Under the guidance and direct supervision of the Project Coordinator (PC), the Sub-Engineer has the overall responsibility of supervising the construction of WASH Facilities (GEDSI friendly toilet and Communal Sinks) in selected schools in Sunkoshi Rural Municipality of Sindhupalchok District to maintain the quality of the works. The sub-engineer should supervise the infrastructure-related works funded by the ChildFund Japan Nepal Office (CFJ NO) in other schools, as per the requirements of the organization. The position holder works closely with the Project Coordinator of PGESS/Tuki and must coordinate with the Engineering Manager of the ChildFund Japan Nepal Office for technical issues.  Similarly, he/she must coordinate with schools, and other key stakeholders to maintain good institutional relationships. As the position is infrastructure-based, any communication related to the construction work should be simultaneously reported to the Engineering Manager of ChildFund Japan.It is mandatory to get CFJ approval for any variations from the design, drawings, specifications, and Bill of Quantities.

Key Duties and Responsibilities

  • Facilitate and conduct meetings with the School Management Committee (SMC)/ Parent Teacher Association (PTA), teachers, child club, and other stakeholders for the infrastructure-related works with the support of the concerned Project Field Officer (PFO) of the PGESS Project.
  • Ensure that the construction work is strictly as per drawings, specifications, and the Bill of Quantities.
  • Solve the technical issue in close coordination with the supervisor.
  • Supervise day-to-day construction works and provide technical support to the contractor.
  • Prepare monthly action plans and progress reports and submit them to the Supervisor.
  • Track the work schedule and make regular follow-up to the contractor for the timely execution of the respective tasks.
  • Ensure the quality of materials delivered and used in construction works and facilitate contractors to manage materials conforming to the standard.
  • Provide constructive feedback to the school management, contractor, and Tuki based on the findings of day-to-day monitoring and supervision.
  • Ensure the construction is done in a child-friendly manner using all safety measures.
  • Conduct the construction orientation/training for the schools, masons, and community people. 
  • Make necessary rapport-building, linkage, and coordination with RM, Ward, schools, and other stakeholders.
  • Maintain individual Measurement Book (MB) for each type of work, review the quantity, and prepare/check the bill as necessary.
  • Assist to Admin Finance Officer (AFO) in preparing procurement and financial settlement of construction-related expenditures.
  • Prepare a construction progress report with quality photos and quotes and submit to PC every month.
  • Participate in monthly project staff meetings and share the progress of the construction work.
  • Work closely with ChildFund Japan/ Rural Municipality (RM) / Ward/ and manage monitoring visits in construction sites.
  • Handle disputes that occurred on the construction site in close coordination with the PC.

Others

  • Manage field visits of CFJ and guests in the project area.
  • Perform project-related other tasks as assigned by the supervisor.

Required Minimum Qualification, Experience, and Professional Skills

  • Diploma in Civil Engineering (DCE) or Intermediate in Civil Engineering (IE Civil). At least three years of relevant experience working in school-related WASH facilities construction.
  • Experience in working with youth, women, child protection, and child rights projects is an advantage.
  • Good understanding of current building codes and norms.
  • Ability to work in a multicultural environment.
  • Knowledge and skills in the use of Auto CAD, MS Word, MS Excel, and email in computer applications.
  • Good communication skills (both spoken and written in Nepali and English).
  • Ability to work under pressure and meet deadlines.
  • Knowledge of participatory approaches.
  • Negotiating skills.
  • Candidates must have a valid two-wheeler driving license with good off-road driving skills.
