Rural Development Centre (RDC) Nepal is a non-political and non-profitable organization established in May 2002 with its head office in Rautahat District of Nepal. Since then, RDC is heavily engaged in humanitarian assistance, community development, conservation of natural resources, and environmental protection mainly in the Terai region of Nepal through the dozens of humanitarian and long-term development projects reaching out to the children, adolescent, youth, women, landless, urban poor, and people living with disabilities, HIV & AIDS, conflict and disaster survivors from the poor families of historically marginalized Dalits, Muslims, Madheshi and Indigenous communities and other underprivileged groups.

Training for Trainers (ToT) for ReFLECT Approach on Climate Change and Disaster Management with Module development for
Facilitators and representatives from Women Empowerment Centre (WEC)
RDC Nepal has good experience on climate justice and has been conducting different climate related projects since 2020 at Rautahat and Saptari district. Currently, RDC Nepal is implementing Building Community Resilience to Climate Risk & Vulnerabilities (BCRC) project in Rautahat district. Rautahat district lies in Madhesh province, which is one of the high-risk provinces in terms of climate change impact and also the most vulnerable province in the country. Here, people are forced to live with high exposure to hazards such as floods with inundation, epidemics, fire, drought, infestation by pests in agriculture, cold and heat waves etc.
Climate dialogues for community engagement, awareness raising, and sensitization focused to female members in the project area through a Women Empowerment Centre has been considered as one of the key approaches under this project. To ensure impactful sessions and quality delivery to the WEC members before ReFLECT session, a module on key topics has been felt necessity by the project team members which will be considered as a key message take away by participants at WECs and will ignite the floor for discussions on identified and on contemporary issues based on ReFLECT approach. Therefore, this assignment is planned with a dual purpose i.e. capacity enhancement of the project team members, ReFLECT facilitators, WEC representatives and preparing module on key issues for WEC members for raising awareness and knowledge enhancement.
Objectives
Major objectives of this ToR are as follows:
- To develop a comprehensive module for WECs focusing the subject matters recommended by Project team
- To conduct 5 days ToT to the project staffs, WEC facilitators and representatives from WECs based on the prepared module for the conduction of climate dialogues at WECs.
Methodology:
To support for the conduction of Climate dialogue, the WEC module will be developed by the consultant and the ToT will be provided to the facilitators focusing the developed module.
a) Preparation of Module for Women Empowerment Center

b) Conduction of ToT to the project staffs, WEC facilitators, representatives from WECs for climate dialogue
The training will be carried out by qualified experts working in development sector particularly on social mobilization & ReFLECT approach. The training is basically based on ReFLECT class conduction modality focusing on climate and DRR advocacy. The detail training content will be based on the developed module which is one of the deliverables before commencing the training session. The training programme should focus on following methodology but not limited to;

Date: 2nd week of May
Venue: Out of Rautahat district (Possibly in Chitwan, Mahottari or Sindhuli district)
Participants
A total of 28 participants are planned for this event excluding 2 individuals from RDC Nepal, and 2 individuals from Oxfam in Nepal.

Expertise and Management:
The consultant will work in close coordination with the BCRC project focal person (i.e., Project Coordinator) from RDC Nepal & Technical leads from Oxfam in Nepal. The deliverables will be formally approved by the project focal person, after considering the comments from OiN team, and Executive Director from RDC Nepal.
The work will be carried out by the expert comprising following expertise:
• At least master’s degree on the relevant discipline and solid working experience on climate change and/or DRR field for lead consultant
• Knowledge on the policy, acts, regulations, and institutional landscape for climate change, Disaster Management, and natural resource management in Nepal.
• Skill on documentation and comprehensive module preparation on the contextual and relevant subject matters.
• Knowledge on the nexus between climate change, Disaster Management and management of natural resources such as Water, Land and Forestry, and impacts of climate change on these resources.
• Skills on the frameworks, tools, approaches, and methodologies on Climate change, DRR&M, and Natural resource management policy analysis.
• Prior experience of accomplishing similar consulting assignments would be added value.
• Good communication and written skills.
• Sensitive towards Gender Equality and Social Inclusion (GESI).
The RDC Nepal will be responsible for:
- Review the draft module and provide possible feedback for completion
- Ensuring the participants and coordination with relevant stakeholders for the events.
- Workshop related all logistics arrangement.
- Finalizing date, time, and venue of the events.

Proposal Review/Scoring criteria
The assessment of the quotations will start with an assessment of the administrative criteria. That means that if these criteria aren’t met in your quotation, this quotation will be put aside, and the award criteria of this quotation will not be assessed.
The quotations that meet the administrative criteria will be assessed against the award criteria. The award criteria are assessed according to the following distribution of points.

Reporting Line:
The consultant will report to Project Coordinator of C-CAAP Project, RDC Nepal.
Language of the assignment:
The module will be prepared in Nepali language, and the facilitation of the ToT will also be conducted entirely in Nepali language. However, the final assignment completion report should be prepared in English language.
Mode of Payment:
100% payment will be done after completion of the event – upon sharing the final module, facilitating the ToT and sharing event completion report. VAT invoice is mandatory to make payment.
Expected Output/ Deliverables
- Comprehensive WEC Module before the commencement of training event
- 5 days training facilitation based on the signed MoA
- 28 participants gain knowledge and skill for facilitating sessions based on finalized module and ReFLECT approach.
- Event completion report submission within a week of ToT event accomplishment.
