Impact Monitoring (Roll out monitoring) of HPF Intervention, Nepal

1. Background Information 

Background: 

Human Practice Foundation (HPF) is a non-religious, non-political social development organisation based in Copenhagen, Denmark. It works on education and local income generation in Nepal and Kenya. In Nepal, HPF has its presence since 2017 upon registration in the SWC. Even before registering in SWC, HPF was contributing in education sector in Taplejung and other districts through a Nepali NGO. In this connection HPF provided financial support to construct 17 schools in 6 districts (Taplejung, Dolkha, Solukhumbu, Ilam, Morang and Sunsari) of which 9 were in Taplejung district alone.  

In agreement with the Social Welfare Council of Nepal, HPF has been working in Nepal since January 2017 where our focus of interventation, so far, has been in Taplejung district. Since March 2024, HPF has expanded its work Terhathum, Panchthar and Dhankuta districts.  

HPF implements a comprehensive framework for the improvement of overall educational quality in the schools. HPF believes that achieving quality education cross-cuts several inter-connected areas, and it might be hard to realise such education by focusing in one or few areas. It is with this reasons, HPF has been adopting an integraded and comprehensive model called as Child Empowerment Model (CEM) with key components as i) school infrastructure and facilities, ii) Learning (academic improvement and life skills) and iii) Economic empowerment. Within the infrastructure component, we build school buildings, toilets, install computer labs, science labs, early childhood development classes and libraries. In the learning compopnent, we engage in the capacity development of School Management Committee, teachers, Parent-Teachers’ Association, parents and support to the students on remedial teaching, exam preparation classes, improvement in life skills. The third component of CEM focuses to create job opportunities through entreprenuerships, farming and IT based employment.

Until this TOR, HPF accomplished the construction of 77 school buildings, 57 school toilets, 9 drinking water, 65 libraries, 42 play ground, 63 computer lab, 62 science labs. The quality education program is underway in 58 schools On the other hand, HPF, through its direct partnerships with its HQs; Coffee Practice Foundation, Nepal, is supporting coffee farming as a part of local income generation covering a total of 1,818 farmers of Taplejung and Dhankuta district with a total of approximately 300 thousand plants on the farmlands. Since 2024, HPF is also implementing working to promote IT based employment promotion work for which a well facilitated and well equipped IT Hub is established in the district HQs of Taplejung district. 

In order to monitor the changes brought on the real ground, HPF has developed a result matrix framework for ongoing documentation of project mapct. These two documents are core of HPF change monitoring and also guide the 'core' work of this assignment. This impact monitoring assignment are fully guided by these two documents and should be carried within the scope of these two documents.  

This impact monitoring report is the documentation of our impact in the community at large through its different interventions.  Our next project agreement is under progress.
