BACKGROUND

Fastenaktion (FA) is a Swiss international development agency supporting local NGOs in Nepal for the last two decades. It is represented by Grassroots Consulting (GC) in Nepal. Currently, FA collaborates with 12 NGO partners, primarily in the Karnali region, focusing on issues such as the right to food, dalit and gender empowerment, with a strong dedication to reaching those who are most marginalized.

On the theme ‘Women Empowernment’ Fastenaktion’s partner, Aawaj is working on the issue of child marriage in the Karnali region through an alliance bringing together CSOs working against child marriage (“Campaign Against Child Marriage Alliance - CACMA). Through collective action, CACMA aims at increasing accountability towards prevention of child marriage at provincial and municipal level.

The other 11 partners of Fastenaktion work on strengthening food security through agroecology and dignity through empowerment processes. These projects ha some gender activities. An indepth assessment, carried out among all partners in 2024, attested that the POrgs work mainly on gender sensitivity and some on gender responsiveness. However, Fastenaktion’s gender objective is to enhance gender transformational work. To achieve this, further capacity strengthening and subsequent adaptation of project activities are required.

Fastenaktion’s geographic focus is the Karnali province. Within Karnali, the target group are food insecure marginalized groups living in remote areas where markets and other development stakeholders are less active. Mostly, they are affected by multiple dimensions of marginalization as per the LNOB (Leave No One Behind) framework. Those most in need have been identified and include Karnali Dalits, Dalit women and other food insecure groups.

PURPOSE OF THE CONSULTANCY

Fastenaktion Nepal entered a reflection process in 2024 on how to meaningfully work on gender transformation within the Country Programme with a focus on more strongly mainstreaming gender in its programme through a gender assessment. Key recommendation of the assessment was to a) to facilitate a shift from gender sensitivity or at times responsiveness towards gender transformation and in order to achieve this b) start working with the staff of project teams first to reflect upon their own attitudes, ideas, and behaviour in the frame of gender dynamics, both professionally and privately. The purpose of this capacity strengthening initiative is to facilitate a reflection process among the partner staff on their own role, attitude and behaviour in terms of gender dynamics in the relevant context with the ultimate aim (beyond the workshop) to design appropriate and gender transformative interventions within the project framework. For the second part, a follow up for selected partners might be envisaged.

For this, Fastenaktion seeks to procure the service of a consultant or a team to design, facilitated and support gender sensitization process.

OBJECTIVES

  1. Design a workshop that enables participates to
    1. Reflect upon their own understanding, attitudes and behaviour (both privately and professionally) within the prevalent gender dynamics in their respective contexts. This should also include reflections on masculinity (challenged masculinities with changing gender dynamics and new positive masculinities)
    2. Enhance capacity to understand and ideally later on address gender issues in a more transformational way.
    3. Facilitate similar workshop/session within the team and community groups.
  2. Facilitate this workshop among the representatives of partner organizations.
  3. Support 3 to 4 project partner’s in facilitating the workshop for their respective teams.

APPLICATION PROCESS AND DEADLINE

Completed bids shall be submitted by the e-mail titled “Gender Transformation_Karnali” to fastenaktion.nepal@gmail.com by April 17th 2025.

Discussions/interviews are likely to take place end of April, 2025. Only shortlisted candidates will be notified.

TENDER DOCUMENTS

Interested and eligible candidates should submit the following:

  • A cover letter, indicating how the candidate(s) understand the ToR and meet the required qualifications (maximum 1 pages)
  • Proposed draft approach, design, methodology, and timeframe of the workshop (max 7 pages)
  • Budget with Consultation fee/days. (see template)
  • CVs (maximum 4 pages)

EVALUATION OF BIDS

A team in Fastenaktion will assess the offers based on pre-defined criteria. The following components are some of the major components to be used in evaluating the bids:

  • The experience and competence of the consultant(s) in relation to the Terms of Reference;
  • The proposed methodology for the assignment in relation to the Terms of Reference;
  • The consultant(s) ability to perform the assignment in the appropriate time while upholding quality;
  • The biding offer.

Fastenaktion may call selected bidders for a presentation of their bids.
