1. CONTEXT

1.1 Organization Background

Handicap International Federation (HI) aka Humanity and Inclusion (HI) as an independent and impartial aid organization, works alongside persons with disabilities and vulnerable populations, whatever the context, taking action to respond to their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights.

In Nepal, HI has been working since 2000 under the General Agreement (GA) with Social Welfare Council (SWC). HI Nepal works through a network of implementing local partner organizations, NGOs and organizations of person with disabilities (OPDs) to improve the living conditions of persons with disabilities and the most vulnerable populations in Nepal. This includes people with health conditions that may benefit from physical and functional rehabilitation services. Participation and inclusion being at the heart of HI’s interventions and activities.

The current South Asia Program Operation Strategy 2024-2026 of HI focuses on the following five thematic areas:

1. Physical and Functional Rehabilitation
2. Inclusive Education
3. Economic Inclusion
4. Disaster Risk Reduction and /Climate Change Adaptation (DRR/CCA)
5. Inclusive Health

1.2 Activity Background

The USAID Physical Rehabilitation Activity (PRA) is a six-year Activity, funded by USAID and implemented by Humanity & Inclusion (Handicap International Nepal). It aims at strengthening quality, access to and sustainability of the rehabilitation system in Nepal. During June 2019 - June 2025, the Activity supports to establish a sustainable rehabilitation service/system, aligning to the WHO Rehabilitation 2030 agenda and health system strengthening approach targeting six core areas of health system: (i) governance and leadership; (ii) health and rehabilitation human resources; (iii) rehabilitation information system development; (iv) assistive technology; (v) finance; and (vi) service delivery.

The Activity supports the Ministry of Health and Population (MoHP) to establish a sustainable, integrated, public–private rehabilitation system to improve the mobility and functional independence of victims of conflict, adults, children and general people in need of rehabilitation services. It works in close collaboration with the Epidemiology and Disease Control Division (EDCD)/Leprosy Control and Disability Management Section (LCDMS) for strengthening the disability inclusive health and rehabilitation sector in the health system. PRA is being implemented with the following six sub-partners

1. Community Based Rehabilitation Biratanagar (CBRB)-Koshi Province
2. Prerana, Lalbandi- Madhesh province
3. National Disabled Fund (NDF)-Kathmandu-Bagmati province
4. Nepalgunj Medical College (NGMC)-Nepalgunj- Lumbini province
5. Nepal National Social Welfare Association (NNSWA), Kanchanpur- Sudurpaschim province
6. National Federation of Disabled Nepal (NFDN), - Partner for rehabilitation advocacy

• The document should have annexed the Curriculum Vitae of the assignment team member/s.
