The United Nations Development Program (UNDP) in Nepal consists of The Resilience and Environment Portfolio that requires the services of an individual to perform the work described in this document.

In consideration of your qualifications, we are hereby inviting you to submit an offer for this particular assignment. To assist you in understanding the requirements of this assignment, we have attached hereto the following:

• The Terms of Reference for the assignment described above;
• The standard Letter of Confirmation of Interest and Availability, which you must accomplish and submit to UNDP; and
• The Individual Contract and its General Terms and Conditions, which you would be expected to sign in the event you are the selected Offeror in this procurement process.

Should you be interested and decide to submit an offer for this assignment, kindly submit directly in the online supplier portal no later than the deadline indicated in the system. If any discrepancy between deadline in the system and in deadline indicated elsewhere, deadline in the system prevails.

BACKGROUND

Under its new Country Programme (2023-2027), UNDP’s work in Nepal focuses on developing the capacity of government agencies (federal, provincial, and municipal level), civil society and community groups to jointly pursue development activities to foster sustainable and inclusive economic transformation, enhance people’s participation and inclusion in governance in the context of federalism, and protect and promote biodiversity with nature based solutions, energy transitions, environmental sustainability and resilience to climate change and natural hazards.

During the past programme cycle, Nepal has undergone profound changes on account not only of the transition from a unitary to federal systems but also of the Covid Pandemic, which has impacted lives, livelihoods, health systems, and has at times slowed down or reversed hard gained development progress. At the same time, the overall trend of Nepal’s GNI has been one of growth, with graduation from LDC status planned for 2026.

Contributing to the UNSDCF and aligned with the national priorities and informed by results and lessons from past programmes and the ICPE, the Country Programme is built on a theory of change which posits that strong systems and institutions that promote inclusive and genderresponsive (e- governance are critical for the realization of human rights, access to justice, political participation, enhanced accountability, and service delivery especially for marginalized and vulnerable people.

Directly contributing to this broader UN-wide programming framework for Nepal, and to support Nepal in achieving the Sustainable Development Goals (SDGs), UNDP’s Country Programme Document (CPD) for 2023-2027 has identified three priority areas, where gender equality and social inclusion remains a cross-cutting issue:

1. promote inclusive and resilient economic growth founded on decent jobs, an integrated social security and protection system, and sound policies that enhance productivity and investments and reduce multi-dimensional poverty.
2. improve the coherence and quality of governance across the three tiers to ensure constitutional rights, access to justice and empower people, especially women and marginalized communities, to exercise agency over their lives; and
3. advance resilient and sustainable systems for use of natural resources through public policies, strong institutions and active community participation.

The Resilience and Environment portfolio of UNDP Nepal is committed to facilitating the development of disaster risk governance systems and strengthening the relationship among the three tiers of government contributing to UNDP’s Country Programme Document (CPD) for 2023-2027 outcome 3) advance resilient and sustainable systems for use of natural resources through public policies, strong institutions and active community participation. In this regard, UNDP Nepal aims to enter into Long-Term Agreement (LTA) with individual consultant under these areas to support the process.

An LTA is a mutual agreement between UNDP and the individual to provide the required services at established fee or provisions. The LTA will be established for one year and renewable for another two years linked to satisfactory performance of the Individual consultant. UNDP reserves the right to rescind the agreement during the period should performance of the individuals not meet its requirements.

Under an LTA, UNDP does not warrant that any quantity of service shall be purchased during the term of this agreement. Where a request for service arises, UNDP shall contract the consultant based on its need to carry out those activities as per the expertise of the consultant as per the LTA. A specific Terms of Reference (TOR) outlining the outputs for each assignment shall be provided and an Individual Contract would be issued to the consultant, detailing the time frame mentioning total cost involved for that assignment.

REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS

Education:

• Minimum Master’s degree in the field of political science, disaster management or law.

Experience:

• At least 7 years of experience in the field of governance, disaster risk reduction and management, humanitarian aid, law enforcement, public administration reform.
• Experience of implementing federal government’s disaster management works in GoN’s MoHA, MoFAGA.
• Experience of working with UN agencies and international organizations on disaster risk governance, DRRM/ CCA.
• Experience of working with sub-national governments in formulation of plans and policies, policy advocacy, policy dialogues, stakeholder consultations, and learning exchanges on DRRM/ CCA.
• Experience of inter-provincial/ inter-municipal engagement and coordination on DRRM.
• Experience of conducting policy analysis and providing technical inputs to enhance DRRM/ CCA policies, strategies, and frameworks.
• Experience on providing technical assistance for program implementation on climate risk assessments/ disaster preparedness, and response mechanisms.
