1. Background
Habitat for Humanity International Nepal (Habitat Nepal) is an international non-governmental organization that is driven by the vision that everyone deserves a decent place to live. In Nepal, we address housing needs of families in need of decent, affordable housing through our partnership with homeowners, duty bearers, civil society, financial institutions, academia, and relevant stakeholders. The organization serves marginalized families and communities, by promoting greener, affordable, and disaster-resilient solutions and technologies for safe housing construction, advocating for land tenure security and joint land titles, and empowering communities at the risk of climate related disasters to apply local knowledge and practices for nature-based solutions. Through decent and adequate housing, we support families build strength, stability, and self-reliance.
2. Objectives of KAP Study
Habitat for Humanity International Nepal is seeking to engage a consultant to conduct a Knowledge, Attitude and Practices (KAP) Study to assess the impact of safe housing and tenure security on women’s economic empowerment (WEE). The study aims to
- Understand how secure housing and tenure influence women’s economic participation, decision making, household income and financial independence,
- Identify barriers and enablers for women in accessing and maintaining safe housing, and
- Generate evidence-based recommendations to enhance Habitat for Humanity’s programs and advocacy efforts.
Through this notice we invite firms/ companies/individuals who have experience in this area and conduct the KAP study.
3. Scope of work
- Examining existing research on women economic empowerment, housing and tenure security
- Develop appropriate qualitative and quantitative research tools (surveys, FGDs, KIIs)
- Conduct field work to conduct research with women, beneficiaries, community leaders and relevant stakeholders with a gender-sensitive approach
- Analyze data and produce a detailed high-quality report with key findings, case studies, and actionable recommendations
- Present findings to Habitat for Humanity and Partners

4. Proposal submission methodology
Interested firms/organizations shall submit a technical proposal and financial that must include:
- An expression of interest letter that clearly states their interest in and suitability for the role (1-2 pages).
- Separate Technical and Financial Proposals. Signed and stamped copy of financial proposal in a separate file with details of all relevant costs including but not limited to fees, travel, transport, and accommodation (must be in Nepalese rupees, including all taxes) in a separate file.
- Detailed design and activities along with the implementation approaches.
- Copies of Curriculum Vitae (CV) of the consultant for this cohort
- A copy of firm/company registration certificate.
- A copy of VAT registration certificate.
- A copy of tax clearance certificate of most recent fiscal year.
- As required by Habitat Nepal’s Safeguarding Standards, to be eligible for assignments, the selected companies/individual consultants need to fill self-declaration form.

5. Proposal Evaluation Criteria and Process
There will be 70% weightage for the technical proposal and 30% for the financial proposal. The first technical proposal will be evaluation giving score on predetermined criteria. The proposal securing 45 score or above out of 70 will be considered for financial proposal evaluation. Finally, the sum of both proposals secured score will determine the winning proposal.

7. Ethical Protocols and Safeguarding Statement

We require that all staff take seriously their ethical responsibilities to Safeguarding (Child Protection, Prevention of Sexual Exploitation Harassment and Abuse) our intended beneficiaries, their communities (especially children), and all those with whom we work. In line with the prevention of sexual exploitation and abuse, all staff must pass a thorough background screening, police check and will be held accountable to upholding our policies around ethical behavior, including safeguarding and whistleblowing.
Abiding with the organization, the consultancy service has responsibilities to maintain an environment that prevents harassment, sexual exploitation, and abuse, safeguards the rights of beneficiaries and community members (especially children), and promotes the implementation of HFHI’s code of conduct.
Throughout the assignment engagements, the consultants are expected to adhere to HFHI’s code of conduct including the safeguarding policy ensuring that all measures are taken to protect the rights, safety, and welfare of the individuals and communities involved.
8. Confidentiality
Confidentiality of Information: All documents and data collected will be treated as confidential and used solely to facilitate analysis.
