Terms of Reference (TOR) for Program Officer
Position Title: Program Officer
Organization: National Network of Disabled Conflict Victims (NNDCV)
Duty Station: Kathmandu with frequent field trips.
Report to: Chairperson, NNDCV
Duration: Initially 6 months (Probation period) and with possibility of extension

1. Background
National Network of Disabled Conflict Victims (NNDCV) is a dedicated organization working towards the rights and empowerment of Civilians made disabled due to conflict. NNDCV strongly believes in the principle “our issue, our leadership”. The organization was registered in 2020 and has since been working for the following
- Raising awareness about the effects of conflict including through peace education.
- Enhancing the leadership, capacities and participation of the conflict victims
- Advocating for policy change to serve the civilian made disabled due to conflict based on evidence.
To further strengthen our initiatives, NNDCV is seeking a dynamic and committed individual to join our team as a Program Officer. The selected candidate will play a crucial role in planning, implementing, and monitoring projects to achieve our mission effectively.
2. Key Responsibilities
- Develop and implement program activities in line with NNDCV’s strategic objectives.
- Coordinate, maintain communication with partner organizations and stakeholders including government agencies.
- Prepare project proposals, reports, and other necessary documentation for program implementation.
- Conduct field visits and monitor program progress to ensure quality and impact.
- Facilitate workshops, training sessions, and awareness-raising activities.
- Support advocacy initiatives for the rights of disabled conflict victims.
- Manage website and social media platforms of the organization.
- Support NNDCV team in their Peace Education initiatives.
- Support in creating IEC materials and other publication of the organization.
- Perform any other tasks assigned by the organization.
3. Required Qualifications and Experience
- Bachelor’s degree in Social Sciences, Development Studies, Human Rights, or a related field (Master’s preferred).
- Minimum three years of experience in program management in NGO, preferably in the disability rights or peace building sector.
- Strong communication and coordination skills.
- Experience in proposal writing and report preparation.
- Ability to work independently and as part of a team.
- Proficiency in MS Office applications (Word, Excel, PowerPoint).
- Fluency in English and Nepali (typing and editing skills in both languages).
