Federation of Community Forestry Users Nepal (FECOFUN), a formal network of Forest Users Groups (FUGs) from all over Nepal was established in June, 1995 with the goal of promoting and protecting the forest users’ rights through capacity strengthening, economic empowerment, sustainable natural resource management, technical support, policy advocacy, good governance and learning sharing of best practices. FECOFUN emerged from the idea that forest users from all parts of the country should be linked in order to strengthen the role of users in policy making processes. Since its inception, FECOFUN has grown into a social movement organization with about 16 million forest users. As of now, 23,026 community forestry user groups (CFUGs) covering 3.19 million households have been federated into FECOFUN, and are protecting more than 2.4 million hectares of forests. Apart from this, other Community Based Forest Management Groups (such as leasehold forestry groups, religious forestry groups, buffer zone and traditional forest management groups) in Nepal are also affiliated with FECOFUN. As Nepal underwent federalism, the network of FECOFUN extended across the country in 7 provinces, 77 districts and 555 local levels. Around 15,000 members were elected across FECOFUN chapters through an inclusive democratic process that encompassed all regions, indigenous peoples, minority groups, people with disabilities, and the ultra-poor, ensuring 50 percent women’s representation, including in key positions.,

Background
The Federation of Community Forestry Users Nepal (FECOFUN) is a formal network of Community Forest User Groups (CFUGs) across Nepal, established in June 1995. With a vision to promote and protect forest users' rights, FECOFUN has grown into a social movement comprising over 16 million forest users and managing more than 3.19 million hectares of forests through 23,026 CFUGs. FECOFUN facilitates sustainable natural resource management, economic empowerment, and policy advocacy to enhance governance and environmental sustainability.
To strengthen its digital capabilities and improve forest management, FECOFUN operates the Community Forestry Data Portal, which enables the effective management and sharing of forestry-related data. Recognizing the need to enhance the portal's efficiency and reliability, FECOFUN seeks to engage a qualified service provider institutions for its upgrade, design, hosting, and maintenance.
Objective
The primary objective is to upgrade and maintain the Community Forestry Data Portal with enhanced functionalities and ensure robust hosting solutions to support seamless user experiences.

- Unlimited bandwidth and high-speed connectivity

- Provide source code, deployment details, database credentials, and all necessary documentation to ensure FECOFUN's full ownership of the upgraded portal.
Scope of Work
The consultancy service includes:
- Portal Design and Development
- Revamping the portal's architecture for better performance and scalability.
- Implementing modern UX/UI design principles.
- Conducting comprehensive QA testing.
- Setting up VPS hosting and ensuring optimal configurations for performance and security.
- Providing support for hosting renewals and migration (if needed).
- Delivering ongoing support for system updates, troubleshooting, and user assistance.
- Transferring all administrative rights, source code, and technical documentation to FECOFUN.

- Source code repository with version history and API documentation.
- Database details with backup and restoration instructions.
- Application configuration files.
- VPS hosting credentials and specifications.
- Guidelines for hosting renewal and management.
- UI/UX design files, known technical issues, and additional documentation as required.
Timeline
The proposed consultancy service timeline is one year, with the option for yearly renewal.
Qualification and Competency
The consultant/service provider should demonstrate:
- Proven experience in IT solutions for data portal design, hosting, and maintenance.
- A team of skilled professionals in software development, UX/UI design, and cloud hosting.
- Prior experience in projects of similar scope and scale.
