CBM Global Nepal Country Office seeks application from qualified and competent candidates for the position of Accessibility and Capacity Building Officer.
Job Overview and Core Purpose
The Accessibility & Capacity Building Officer (ACB Officer) will play a crucial role in promoting accessibility and disability inclusion within a consortium project aimed at combating gender-based violence (GBV) against women and girls with disabilities in Madhesh Province. The officer will be responsible for designing and implementing capacity-building initiatives, ensuring accessibility in infrastructure and services, supporting local governments and partner organizations, and ensuring compliance with disability-inclusive policies. The role involves project management, stakeholder coordination, and advocacy to create a more inclusive and accessible environment for persons with disabilities.
This position is contingent to the availability of the funding.
Reports To: Disability Inclusion Advisor
Based: Kathmandu with occasional field visits
Hours: Full time
Contract: One year with the possibility of extension
Responsibilities and Duties
Capacity Building:
- Prepare and implement a capacity-building action plan in collaboration with partner organizations.
- Support partner organizations in designing, implementing, and capturing the impact of capacity-building and community awareness initiatives (e.g., trainings, workshops, IEC/BCC materials) using both virtual and in-person modalities.
- Facilitate capacity-building trainings, orientations, and workshops for local government and Gender-Based Violence (GBV) actors on accessible service delivery, Gender Equality, Diversity, and Social Inclusion (GEDSI), inclusive policies and programs, and other relevant topics.
- Provide specific capacity-building support to partner organizations as needed, particularly on disability inclusion and GBV.
- Build the capacity of and provide technical support to local governments in maintaining disability-inclusive databases.
Accessibility Promotion:
- Ensure all materials and systems produced by partner organizations are accessible to persons & women with disabilities.
- Develop accessibility audit checklists and conduct audits of various public infrastructures.
- Provide technical support to partner organizations, local government, and justice authorities in creating accessible infrastructure, communication services, complaint mechanisms, and databases that adhere to existing participatory approaches and minimum accessibility standards.
Project Management, Monitoring, and Reporting:
- Serve as the focal person for assigned projects on behalf of the CBM Nepal Country Office.
- Maintain and update all project requirements in the system (Global Online) and manage all administrative tasks associated with assigned projects.
- Conduct monitoring visits to project sites.
- Establish and maintain strong working relationships with partner organizations.
- Oversee project reporting requirements and ensure timely and high-quality reporting.
Humanitarian Action:
- In the event of an emergency in Nepal, be flexible and deploy to support emergency response management initiatives as required by the organization.
- Work closely with the DRM unit to plan and implement CBM Global’s DRM strategy, including adjusting program scope (using crisis modifiers) to align with humanitarian priorities.
Safeguarding:
- Ensure all children and adults who come into contact with CBM Global programs are safeguarded to the greatest extent possible.
- Ensure compliance with all aspects of CBM Global's Safeguarding policy and associated standards and procedures.
- Promote safeguarding among partners and act as a first responder in reporting and responding to safeguarding incidents at the partner and community levels.
Key outcomes expected from this role
- Enhanced Capacity of Partners and Local Stakeholders – Government officials, GBV actors, and partner organizations will have improved knowledge and skills on disability-inclusive service delivery, policies, and programs through training, workshops, and technical support.
- Improved Accessibility of Public Services and Infrastructure – Increased availability of accessible infrastructure, communication services, complaint mechanisms, and databases in line with accessibility standards, ensuring women and girls with disabilities can access justice and support services.
- Effective Monitoring, Reporting, and Implementation of the project– Strengthened project management processes, timely reporting, and consistent monitoring visits to ensure the successful implementation of disability-inclusive initiatives within the consortium project.
- Stronger Safeguarding and Response Mechanisms – Improved protection and safeguarding measures for children and adults with disabilities, with effective mechanisms in place to prevent and respond to cases of exploitation, abuse, and harassment within the project framework.
Person Specification
All of the following requirements are Essential, unless marked with a * when they are Desirable.
Experience and Knowledge:
- Minimum 5 years of experience in capacity building, project management, and accessibility promotion in the development sector, particularly related to disability inclusion.
- Demonstrated experience in designing and implementing capacity-building initiatives for CSOs and local government.
- Experience in project implementation, monitoring, and reporting.
- Experience in managing relationships with diverse stakeholders, including consortium partners, local government, and justice authorities.
- Knowledge of the human rights model of disability and national/international frameworks and standards on disability inclusion and accessibility (both physical and digital).
- Working experience with Organizations of Persons with Disabilities (OPDs) and disability-specialized organizations is an asset.
Skills/Competencies/Personal Qualities:
- Proven project cycle management skills.
- Strong written and verbal communication skills in Nepali and English.
- Knowledge of disability and accessibility-related issues, global development issues, and cross-cutting issues.
- Excellent planning and analytical skills.
- Flexible approach to work demands.

- Ability to work in teams and collaborate with staff at all levels.

- Willingness to travel to the field.

Qualifications, Training, and Education:
- Bachelor's degree in Social Science, Development Studies, Public Health, Psychology, or a related field. Master’s degree preferred.
