SCOPE OF WORK

Position: Human Resources Associate 

Type of Employment: Long-Term Technical Assistance (LTTA)

Base of Operations: Kathmandu 

Position Reports to: Human Resources Manager

Project Background

The USAID/Nepal Karnali Water Activity will create healthy, resilient, and water secure communities at the watershed level through strengthened water and sanitation governance that improves water resource management (including water for more resilient and biodiverse ecosystems), enhances sustainable access to drinking water, improves agriculture water management, and reduces the fecal pathogen burden in the environment from poorly managed non-sewered sanitation through fecal sludge management. The program team will methodically integrate WRM, watershed biodiversity conservation, and water and sanitation service delivery by mapping and strengthening the roles, connections, and capacities of key actors and stakeholders systemwide for quality, quantity, and equity in water resource management.

Summary of Primary Duties 

The Human Resources Associate will support the Human Resources Manager in the overall management of human resources, including the recruitment and onboarding of staff, implementation of HR/admin policies and procedures ensuring compliance with DAI and USAID rules and regulations, and provision of operational/administrative support during project events, meetings, and workshops, as requested.

Essential Duties

  • Assist the Human Resources Manager, as needed, with recruitment, onboarding staff, orientation, performance reviews, and disciplinary actions in compliance with USAID rules and regulations, DAI policies, and local labor laws,
  • Facilitate hiring efforts by helping schedule interviews, collecting, and verifying required documentation, checking references, and verifying salary history,
  • Provide support for vacancy publication in the online Job portal and print media, 
  • Assist to maintain personnel files in hard copy and TAMIS for all long-term and short-term project staff,
  • Prepare induction schedule for newly appointed staff and coordinate with concerned department leads as necessary,
  • Support/coordinate for the timely submissions of the performance management plan from all staff,
  • Support with the timely collection and submission of monthly timesheets from all project staff,
  • Coordinate with the Admin team to issue the staff ID card,
  • Support to process staff insurance under Group Personal Accident Insurance and Medical Insurance, 
  • Manage and process staff’s medical claims in a timely manner and keep track of reimbursement,
  • Assist in maintaining and keeping track of leave records of project staff,
  • Maintain and update staff contact details in TAMIS,
  • Provide operational/ administrative support during project events, meetings, or workshops, if needed,
  • Other duties as assigned by the Director of Operation and Human Resources Manager.

Qualifications 

  • Bachelor’s degree and 4 years of relevant experience or Master's Degree (1) year of relevant work experience (For excluded group 3 Years’ experience with Bachelor’s Degree)
  • Experience working with international organizations is preferred,
  • Experience working on USAID-funded programs is an advantage,
  • Knowledge of Local Labor Law and/or Legal Regulations on labor preferred,
  • Excellent verbal and written communication skills in both language (English and Nepali), 
  • Highly computer literate with advanced e-mail, word processing and spreadsheet management skills,
  • Excellent communication and interpersonal skills,
  • Commitment to values: integrity, responsibility, excellence, and global citizenship,
  • Excellent organizational skills.

LEVEL OF EFFORT/SUPERVISION:

The level of effort is 260 days per year. The Human Resources associate will be based in Kathmandu, with occasionally travel to field sites in the Karnali River Basin. The Human Resources Associate will work under the direct supervision of the Human Resources Manager.
