Government Relation Manager
BlinkNow Foundation - A world where every child is educated, safe, and loved. The BlinkNow Foundation is a 501(c)(3) based in New Jersey which, through its country office in Nepal, oversees programs in rural Nepal including a school, a children’s home, and a women’s training center. We do this with our local implementing partner, Kopila Valley Sewa Samaj (KVSS), and through close ties with the local community. The two organizations work in partnership, with BlinkNow serving as the International Non-Governmental Organization (INGO) whose primary role is to provide funding and oversight, and Kopila Valley Sewa Samaj serving as the local Non-Governmental Organization (NGO) whose job is to implement programs. Our mission is to change the world by empowering Nepal’s children. Every day we strive to create a sustainable organization working to educate all of Kopila’s children until they are ready to enter the world as happy, skilled, confident, self-sufficient adults. GOVERNMENT RELATION MANAGER
The Government Relations Manager executes all work related to government relationships and compliance, including receiving approvals, organizing meetings, reporting, and providing guidance to the team to improve good governance. The primary aim of the role is working with the government stakeholders and strengthening compliance and good governance at BlinkNow Foundation, and its implementing partner/s.
Work Location: Kathmandu with frequent visit to Surkhet

BASIC REQUIREMENTS
Experience and Skills: 7+ years of proven professional experience in government relations, compliance, and areas relevant to this role.
Understanding of the legal, policy and conmpliance provisions Prior experience in international organizations. Excellent interpersonal skills in dealing with team members and government stakeholders Good communication skills and familiarity with the use of technologyLanguage: Fluent in Nepali and English
Education: Masters Degree in relevant field
CORE RESPONSIBILITIES
Approvals: Getting the required approvals from the government and ensuring compliance. Strategic Engagement: Coordination and reporting through structured meetings at a regular frequency. Internal Compliance documentation: Coordinating the internal work to ensure compliance and good governance.DETAILED RESPONSIBILITIES

Get the general agreement and project agreements process initiated and completed in a timely manner. Submit applications on time, follow through with SWC and other relevant agencies on any required amendments and emergency or regular projects, and get approvals on a timely basis. Coordinate with the local and provincial governments to incorporate the organization’s plan into municipal plans. Obtain the work visas for the expatriate team members as per the approved visa positions; make sure all the work related to the visas is completed timely. Coordinate and achieve pre-consensus and other recommendation letters from the relevant government agencies when required.Reporting and Project Evaluation: Scheduling structured meetings and executing required government reporting and project monitoring and evaluations at a required regular frequency.
Prepare and submit the final quarterly reports and other reports required for compliance. Prepare for and schedule Central Project Advisory Committee Meetings with SWC and Municipal or Local Project Project Advisory Committee Meetings with the local government. Coordinate planned monitoring visits and mid-term and final project evaluations. Support to team in building partnerships with the government and other agencies Collect recommendations required for award applications.Guide Implementing Partner: Coordinating with and guiding the implementing partner in compliance and good governance.
Support preparing program reports in line with the deliverables and financial reports in line with the SWC-approved budgets. Train the team members on compliance and good governance. Conduct reviews periodically - including unexpected reviews of financial and programmatic areas of the implementing partner. Set standards for compliance in collaboration with the organization's leadership and guide the implementing partner in good governance.
