Position Description

EnCompass LLC seeks experienced and innovative Gender Equality and Social Inclusion/Diversity, Equity, Inclusion, and Accessibility (GESI/DEIA) Advisor candidates resident in Nepal for a five-year United States Agency for International Development (USAID) Localization Support project based in Kathmandu, Nepal. The Localization Support activity provides USAID/Nepal with technical assistance to strengthen the Mission’s ability to ensure that local actors are in the lead role for Nepal’s development. The activity provides support for: capacity strengthening for local actors to apply, receive and manage USAID awards; strengthen the Mission’s government to government (G2G) programming; and support USAID to improve localization programming.

The Gender Equality and Social Inclusion/Diversity, Equity, Inclusion, and Accessibility (GESI/DEIA) Advisor will provide technical guidance for gender integration and the actualization of DEIA in project operations and management as well as across programmatic activities.

The position will be full-time and be based in Kathmandu with possible travel within Nepal. Citizens of Nepal are strongly encouraged to apply.

Position Duties and Responsibilities

Essential functions:

Technical:

  • Provide technical leadership guidance, oversight, quality control and support in the integration of gender equality, social inclusion and DEIA to capacity strengthening activities, community engagement and outreach efforts, organizational development/change management initiatives, G2G programming, and recruiting, HR, and staff development practices with focus on standardization, timeliness, technical rigor, and effective communication within and outside the project.
  • Conduct desk review, primary data collection, and analysis for the project gender and inclusive development analysis, Gender/Inclusive Development and DEIA Action Plan, mid-project assessment, and prepare assessment reports, supported by experts from the EnCompass and partner home offices.
  • Designs and delivers GESI/DEIA awareness building and behavior change activities within the project team and to client with the aim of promoting GESI/DEIA-equitable norms and behaviors in service of USAID/Nepal’s localization objectives
  • Works with the USAID/GON Support Director and Local Organizational Capacity Director to conceptualize, assess, design, and implement capacity strengthening programming that ensures integration of GESI/DEIA concepts and practices change based on identified needs (e.g., organizational structure, ways of working, mindsets, organizational culture/climate, processes)
  • Brings creative, leading-edge thinking, methodologies, and approaches to a range of GESI and DEIA efforts in the Mission
  • Prepares facilitation designs and leads face-to-face, virtually, and/or hybrid workshops and retreats in an engaging, participative, inclusive, and collaborative manner
  • Contributes to the design and delivery of collaborative processes (e.g. co-creation workshops) for conducting staff and stakeholder engagement
  • Develops and/or provides guidance in the generation of project communications materials and technical products
  • Supports outreach and communications for both virtual and in-person project activities such as co-creation events, recruiting efforts, training events, webinars, learning events, and forums to enhance USAID’s reach and localization efforts in Nepal
  • Works with the Monitoring, Evaluation and Learning (MEL) Specialist to ensure a GESI/DEIA lens is used in developing and implementing and collaborating, learning, and adapting (CLA) tools
  • Develops and documents good, emergent, and good practice to improve GESI/DEIA project activities in service of localization, as well as creates systems to integrate the lessons across project components
  • Prepares reports, summary briefs and other material to support programming.
  • Develops and maintains positive and productive relationships with all project stakeholders

Qualifications

Academic Qualifications

  • Minimum of a Master’s degree and 5 years of experience, Bachelor’s degree and 7 years of experience, or an Associate’s degree and 9 years of relevant work experience
  • Certificate or Degree in Degree in Gender, inclusive development, international development, Training, Evaluation, Instructional Design, Leadership Development, International Communication, International Development, Organizational Development, or a related field.

Experience and Skills

  • Minimum of 5 years of experience providing gender equality or diversity, equity, inclusion and accessibility technical guidance and leadership for medium to large, international development programs
  • Familiarity with DEIA and GESI best practices
  • Experience in design, facilitation or delivery of trainings and capacity development activities for internal and external stakeholders
  • Experience directly engaging clients, implementing partners, and other key stakeholders.
  • Active engagement with gender equality and diversity, equity, inclusion, and accessibility inclusive development networks
  • Proven experience working effectively in successful teams
  • Ability to deal sensitively in multi-cultural environments and build effective working relations with clients and colleagues
  • Ability to work in a collaborative work environment that utilizes appreciate inquiry, and to model strengths-based approaches for the team.
  • Committed to providing the highest level of service while challenging the status quo through the range of project activities
  • Exceptional presentation, communication (verbal and written), facilitation, and consensus-building skills
  • Knowledge of and/or willingness to learn Appreciative Inquiry and ability to apply it in designs, client engagement, and professional processes a plus
  • Able to work in a fast-paced environment with demonstrated ability to juggle and prioritize multiple, competing tasks and demands and to seek supervisory assistance as appropriate?
  • Experience working with USAID, the UN System, or international NGOs preferred
  • Professionally proficient in oral and written English language skills
  • Ability to work in a multiple languages of Nepal (preferred)?
  • Demonstrated ability to work across diverse groups of people in the Nepali context
  • Ability to travel within Nepal
