Background
The Network: Duryog Nivaran (DN), South Asia network for disaster mitigation was established in 1995 as a research, training and advocacy network committed for promoting disaster risk reduction in South Asia at policy and practice levels. DN has member organizations in the South Asian region and a proven track record of managing and coordinating South Asia regional level research, pilot projects, advocacy initiatives, and policy dialogs at regional level. The objective of the network is to strengthen national and regional organizations in South Asia and experts/individuals interested in disaster risk reduction to carry out effective disaster risk reduction and development activities, as well as to shape the regional and global discussion on DRR through research, information sharing, advocacy and peer learning.

The Project: Strengthening Inclusive Disaster Risk Governance for Climate Resilience in Asia (SIDRRA) project is a 4-year consortium project, financially supported by the Swedish International Development Cooperation Agency (SIDA), with the International Rescue Committee (IRC) as the project lead in collaboration with Duryog Nivaran and Asian Disaster Reduction and Response Network (ADRRN). In this project, DN will focus on increasing the adaptability and resilience of communities at risk of climate change and disasters across Asia, and South Asia in particular, by working towards three mutually reinforcing outcomes over the life of the project:

  1. Strengthen the Duryog Nivaran network to become an effective advocate to influence duty bearers at the regional and national levels to fulfill commitments on inclusive climate change and DRR actions.
  2. Address the power imbalances that exacerbate climate and disaster risks facing particularly vulnerable populations with intersecting needs, particularly women and girls and excluded populations.
  3. Strengthen sustainable local-level actions through sub grant projects to mitigate the effects of climate change and to strengthen risk governance in 5 countries in South Asia.

Job Purpose
The GESI Specialist will lead DN strategic actions in mainstreaming gender equality and social inclusion into disaster risk reduction, disaster risk governance, and climate resilience, and provide strategic guidance and technical inputs for the gender equality and social inclusion aspect of the SIDRRA project in all stages: activity planning, implementation, training and capacity building, review and monitoring, documenting, advocacy, and reporting.

Functions/Duties and Responsibilities
Program Implementation and Strategic Planning

  • Understand and promote the DN Strategy, its history, values and action.
  • Ensure that GESI considerations are integrated into all organizational policies, procedures, and programmatic activities, aligned with Duryog Nivaran Network’s objectives, with specific focus on disaster risk reduction, risk governance, and climate resilience.
  • Provide technical expertise on GESI in the implementation of SIDRRA project activities, specifically in the implementation of sub grant projects in 5 South Asian countries.
  • Develop tools for GESI assessments and analysis.

Capacity Building

  • Assist in organizing capacity building initiatives for national government authorities and stakeholders on GESI.
  • Develop learning and training materials and case studies to support capacity-building initiatives.
  • Develop guidelines for GESI targeting government officials carrying out disaster risk reduction (DRR) activities.

Advocacy & Networking

  • Assist in organizing regular meetings of the Gender Stakeholder Group coordinated by Duryog Nivaran
  • Maintain partnerships with local, national and regional, and international organizations working on GESI.
  • Develop communication materials that highlight the importance of GESI in disaster risk reduction, disaster risk governance, and climate resilience.
  • Organize biannual online discussions on selected topics under GESI.
  • Promote GESI through advocacy initiatives and campaigns focusing on DN priorities.
  • Represent Duryog Nivaran Network at relevant forums, conferences, and events to advocate GESI as required.

Monitoring and Evaluation

  • Collate and maintain gender and social inclusion data and information according to the MEAL plan of the SIDRRA project
  • Conduct required surveys and evaluation actions to measure the impact of gender and social inclusion interventions of the SIDRRA Project
  • Provide recommendations for advancing gender and social inclusion based on evaluation findings.

Reporting and Knowledge Management

  • Assist in the reporting GESI requirements of the SIDRRA project and other DN projects
  • Ensure that regular information on the DN initiatives is showcased in the website and other social media platforms.
  • Keep abreast of the GESI activities of DN members and use the website to showcase.

Contribution to DN Business Development

  • Contribute to strategic planning and business development efforts of DN, including fundraising and development of project concepts and proposals.
  • Ensure that project proposals and reports incorporate gender-sensitive and inclusive approaches relevant to disaster risk reduction, disaster risk governance, and climate resilience.

Qualifications:

  • Education: Bachelor’s degree in Gender Studies, Social Sciences, Development Studies, or a related field.
  • Experience: Minimum of 5 years of relevant experience in gender and social inclusion in the context of disaster risk reduction, disaster risk governance, or climate resilience programmes.
  • Nationality: Nationals of Bangladesh, India, Nepal or Pakistan

Key Skills:

  • Strong analytical and strategic thinking skills.
  • Excellent communication and writing skills
  • Proficiency in monitoring and evaluation techniques and tools.
  • Interpersonal skills, ability to work collaboratively in a multicultural environment.
  • Fluency in English is an essential requirement; knowledge of another South Asian language is preferable.

  • Willingness to travel within the region, including to the project sites, as required.
