REPORTS TO: Sr. Finance and Contracts Officer
BACKGROUND:
The USAID/Nepal funded KISAN project is improving food security in twenty Hill and Terai districts in the Western, Mid-Western and Far-Western regions of the country. The project is in its fourth of five years. The goal of the project is to sustainably reduce poverty and hunger in Nepal by achieving inclusive growth in the agriculture sector, increasing income of farm families, and improving the participation of the private sector in promoting agriculture growth. Many farmers in Nepal, particularly smallholder farmers in rural areas, lack access to quality inputs, technologies, information, and markets. KISAN is interested in improving the efficiency of key supply and value chains, and expanding their reach to rural farmers, to help increase smallholder farmers’ productivity and income. To ensure sustainability, the KISAN project is working with the private sector to take on the role of engaging famers in commercial or semi-commercial agriculture.
KISAN is a project being implemented by Winrock International (WI) in collaboration with its sub-partners CEAPRED and DEPROSC.
RESPONSIBILITIES:
- Finance Officer (FO) will carry out the following responsibilities under the direct supervision of his/her reporting officer.
- Prepare cheques for all disbursements after careful examination of rules and regulations of USAID and WI/KISAN.
- Review existing financial formats and recommend appropriate one if felt necessary.
- Prepare vouchers for all transactions that take place in KISAN finance section.
- Make entries of all financial transactions (KISAN Kathmandu) into Quick Book.
- Assist Senior Finance and Contracts Officer (SFCO) in timely preparation of electronic monthly financial reports.
- Work with Regional and Cluster offices to update monthly accounting records and follow up the reports for delay.
- Generate monthly expenditure data in terms of Codes, task and budget heads as required by KISAN Management.
- Assist SFCO in preparing Burn rate forecast.
- Compile monthly financial reports (Hard copy) to be sent to HQ.
- Assist SFCO in preparing responses to HQ concerning KISAN’s monthly reports.
- Timely collect the bank statements from the bank.
- Monitor whether all the taxes deducted at source deposited in the revenue account of GON.
- Maintaining ETDS records in a regular basis and obtain verification from Inland Revenue Office in a timely manner.
- Assist KISAN staff to open accounts with Citizen Investment Trust and Karmachari Sanchaya Kosh.
- Carryout functions regarding opening of office related as well as staff's bank account.
- Ensure timely payment of internet bills, house rent etc.
- Provide finance related documents/information to auditors during the internal/external/donor audit and assist reporting officer in preparation of audit response.
- Assist SFCO in all matters pertaining to financial issues.
- Monitor and supervise the cluster offices, conduct financial monitoring on periodic basis and submit the monitoring reports with identified measures to improve the financial management system to the reporting officer.
- Provide training to CAFAO in the accounting software Quick Books and guide them from time to time.
- Carry out all other assignments as directed by the Chief of Party (COP), Operations Director (OD), Finance Director (FD), and Senior Finance and Contracts Officer (SFCO).
QUALIFICATIONS AND REQUIREMENTS:
Education: Bachelor degree in Business Studies/Business Administration
Experience: The ideal candidate will have the following experience:
- At least 4 years of experience in the similar position in any USAID funded project.
- A thorough Knowledge of Quick Books is essential in addition to other accounting software.
- Fluent in written and spoken English and Nepali. Ability to use of MS office (outlook, word, excel, power point) is mandatory.
- Person of high integrity, and commitment to organizational values and principles.
- Preference will be given to Women, Dalit, Janajatis and Madhesi.
