Organization Overview:
UHGHF is an INGO working in the Educational sector of Nepal since 2011 and currently been implementing 2.5 years project "Infrastructure Development for Quality Education and School Support Project in Nepal".
Key Responsibilities of the Finance Officer
The Finance Officer will be integral to our financial operations, responsible for:
- Resource Management: Ensure resources are available for the day-to-day operations of the project and establish effective tracking systems.
- Invoice: Review invoices submitted to UHGHF Nepal to verify that claimed items are in accordance with agreements and have been delivered or performed.
- Timely Payments: Ensure timely payments for UHGHF implementing partner agencies in accordance with UHGHF policies, procedures, and agreements.
- Cash Flow Management: Prepare weekly cash flow requests and update monthly progress indicators.
- Bank Reconciliation: Prepare monthly and annual bank reconciliation statements and balance sheet reconciliations.
- Financial Reporting: Prepare monthly, quarterly, and annual financial reports for submission to UHGHF Headquarters (HQ) and government bodies summarizing the financial status of the organization.
- Accounting System Coordination: Ensure the proper functioning of the UHGHF accounting system and coordinate with Partner and HQ.
- Travel Claims Verification: Review travel claims for accuracy and compliance with travel authorizations and regulations.
- Audit Assistance: Assist in carrying out internal and external auditing functions to ensure financial accuracy and compliance.
- Tax and Compliance: Calculate taxes and TDS, perform internal auditing tasks, and submit necessary reports to the Inland Revenue Department on time.
- Asset Management: Maintain an accurate asset register to track and manage organizational assets.
- Staff File Maintenance: Keep individual staff files updated and organized, ensuring all necessary documentation is present.
- Donor Documentation: Maintain records of donor agreements and relevant banking documentation to ensure compliance and transparency.
- Fund Request Coordination: Collaborate with the Programme Managers to prepare fund requests for donors based on planned activities, ensuring alignment with the agreed schedule and project objectives.
- Logistics Support: Support the logistics of monitoring visits, trainings, ceremonies and other community events to ensure smooth operations.
Minimum Requirements for the Finance Officer Position
- Education:
- Bachelor’s degree in Accounting, Business Management, or a related development field.
- Work Experience:
- A minimum of 2 years of experience in independently handling planning, budgeting, financial accounting, and analysis in an INGO setting.
- Language Requirement:
- Fluency in English and Nepali is required; proficiency in Korean will be considered an asset.
- Skills:
- Tally ERP 9 Accounting System with minimum 2 years of experience.
- Experience in working effectively across various teams within the project and organization, and in building and sustaining positive working relationships with NGOs, government agencies, and other stakeholders.
- Strong interpersonal and team-building abilities.
- Excellent problem-solving and time management skills.
Additional Requirements:
- Willingness to work under pressure with tight deadlines and the ability to travel across project areas as needed.
