Position: Finance Officer-1

Summary:

This is a key position for the operational functions of Samunnati and CSSP Project in CDANF Office, Bardibas. The purpose of this position is to ensure that financial functions run smoothly through operation and staffs are provided necessary input and advice. This includes budget planning and revision, cash planning and mobilization, and routine accounting, monitoring and reporting. This also includes ensuring that internal control functions are in place, Samunnati and CSSP Project’s grant is regularly monitored and reported, and audit functions are facilitated and implemented properly. This will require working closely with Project Staff, SCI and other stakeholder staff; and managing and supervising the subordinates.

Key Responsibilities:

Reporting:

  • Prepare monthly and yearend financial report in the prescribed format and send it to donor organization within set time.
  • Perform data review, reclass, set internal cutoff and Prepare monthly Bank Reconciliation.
  • Ensure Periodical Tracking for aging report i.e. receivable & payable settlement.
  • Ensure timely Staff advance Settlement, Review and Entry in FAMAS.
  • Upload Budget in FAMAS.
  • Facilitate in BvA meetings with program team.

Fund Management

  • Ensure sufficient fund availability in CDAFN and timely payment to vendors.
  • Prepare monthly fund request & cash forecasting of subsequent month and send it to donor organization within set time.

Control and Compliance

  • Ensure compliance of local laws and donor requirements.
  • Ensure the financial management system is in accordance with CDAFN’s guidelines, National Accounting Standards and Donor guidelines.
  • Facilitate during statutory, internal and donor audit, including taking action on follow up and implementation of audit recommendations. As a part of improvement, arrange session to address capacity gap reported during audit. 
  • Provide management response on timely and ensure observations close in OPMIS timely.

Capacity Building

  • Provide technical support to Finance assistant and Finance Officers on FAMAS, OPMIS and Excel. Support them for smooth documents review.
  • Provide financial, Forms and formats orientation during staff’s induction to newly joined staffs of CDAFN. 
  • Provide support to program staffs on Excel during Budget Planning and different budget forecasting.

Documentation

  • Ensure all the finance documents are in proper place with innovative documentation.
  • Ensure all the Sub award agreements, MFRs report and Legal documents of CDAFN in place.
  • Provide feedback on policy gap to CDAFN.
  • Keep track record of Donor Approval.
  • Ensure proper documentation of partner renewal documents, agreements, meeting minutes, reports, responses and vouchers as per requirement of electronic or hard copies.
  • Ensure the HR management system of this project and keep the updated HR documents.
  • Ensure Asset and Inventory to Central HR Management Unit by month end.
  • Ensure safety, security and maintenance of Project Asset and keep the related documents updated. Responsible for Project Inventory Management, store maintenance and keep the updated inventory documents.
  • Responsible for Procurement for the project jointly with Central Procurement Unit ensuring all the required donor compliances. Value for money is ensured in all procurement.

Others

  • As per priorities and requirements of organization and as authority delegated by line Manager.
  • Assist field-based program staff to implement planned activities occasionally.
  • Ensure START to End monitoring during Field visit.

Required Education & Experience:

  • Bachelor’s degree in management (Master is preferred) Accountancy/Financial Management or the equivalent.
  • At least 3 years of experience in Administration or Account or Finance, preferably in development cooperation or NGOs.
  • Candidate having work experience in accounting software and FAMAS accounting knowledge is highly preferred.
  • Strong written and spoken English and Nepali language skills.
  • Basic computer skills with experience in word processing, Excel sheet, Power Point, Email and Internet.
  • Good interpersonal and communication skills
  • Ability to work accurately with close attention to detail, and to meet deadlines.
  • Ability to keep sensitive information confidential.
  • Knowledge in managed outgoing and incoming mail/letter
  • Having valid driving license and personal bike/scooter.
