Details / requirements:

DCA Nepal is looking for competent, experienced and motivated candidate for the position of Finance Officer who will be responsible for managing accounting system in compliance with DCA financial policies, procedure & operating policy, and ensuring 100% accuracy & compliance on prevailing income tax act, rule, Value Added Tax and rule applicable to INGO particularly in payment system. You will ensure complete records and receipt for all daily transactions and proper filing of all financial, legal and banking documents.

As the Finance Officer, you will prepare, coordinate and provide input in office, project and partner budget and support the Finance Support team in reviewing the financial documents of partner NGO. You will report to Head of Finance and will be based at Nepal Country Office, Kathmandu with field travel as required.

Key responsibility includes:

  • Prepare/Review/Payment of travel advances/ travel claim/ supporting documents/ vouchers/journals/receipt voucher/ check and data entry in Maconomy and perform monthly reconciliation.
  • Prepare and process staff payroll and final clearance in compliance with HR manual and prevailing remuneration tax calculation of Income tax Act of GON and reconciliation. 
  • Perform monthly/ quarterly/ year end closing within the given due date along with Bank, Cash and Balance sheet reconciliation.
  • Maintain record and receipt for all daily transaction and ensure proper filing system for all financial, legal and banking documents.
  • Provide Tax deduction at source to vendors, consultant and DCA staffs as required by prevailing income tax Act of Government of Nepal, submit online ETDS of staff/ service provider/ vendor/ consultant on monthly basis.
  • Conduct variance analysis, review/monitor the expenditures and ensure their accurate bookings in Maconomy.
  • Assist and facilitate the internal and external auditor including Headquarter review team.
  • Support to promote Internal control environment within organization.
  • Facilitate fund request and manage fund flow for office running cost.
  • Update the authorised bank signatories list, generate reports from Maconomy for submission to Headquarter and to donor as required.
  • Prepare, coordinate and provide input in preparation of office, project and partner budget. 
  • Review financial documents of partner NGO and provide inputs and suggestions for correction leading to effective financial management system.
  • Conduct training/orientation for the capacity building of partners and DCA Team

What you bring:

  • At least Bachelor Degree in Accounting/Finance along with minimum of 3 years of relevant experience in similar organization. Master Degree in Accounting/Finance is preferrable.
  • Knowledge of payroll, tax law and VAT, accounting, internal control system, budgeting, and reporting.
  • Detail oriented with good analytical and reasoning abilities.
  • Good interpersonal skills including communication, collaboration.
  • Good working skills like planning, time management, prioritization, and presentation. 
  • High level of integrity is must for the position.
  • Strong Computer skills in MS package especially in Excel, working with Finance software.
