ORGANIZATIONAL BACKGROUND
Panchtara Yuwa Samrakshak Manch (PTYSM) is leading Karnali Province based NGO. It was registered in District Administration Office (DAO: 26/053), Jajarkot in 1997 and affiliated with Social Welfare Council (SWC: 6004/054) in 1998. The NGO was established by young development professionals and social workers having long experiences in rural development. The organization was established with the sole aim to create social justice through the empowerment of vulnerable groups. Since the establishment, it has been working for economically poor and socially disadvantaged groups including Dalit, indigenous and marginalized ethnicity; children, Person with Disabilities, and youths to ensure their equitable access to resources, opportunities, and decision-making processes.
PTYSM has been consistently involved in project development and execution in coordination with GoN (DCCs, Municipalities, and LAs), I/NGOs, bilateral and multilateral agencies on various dimensions ranging from community mobilization and institutional building, livelihood promotion, entrepreneurship development, education, and capacity development, training, child right and child protection, awareness, agriculture, livestock and forestry, climate change adaptation and mitigation, community health, water sanitation and hygiene (WASH), Maternal and neonatal health, renewal energy, social accountability, gender, disability and social Inclusion (GEDSI), human rights and peace building; and DRR & CCA. The organization is dedicated to the ideals of holistic and integrated development based on a harmonious balance of socio-culture, material and organization trusted on teamwork and development through social mobilization.
Project | Panch Tara Yuwa Samrakshak Manch (PTYSM) has been implementing ‘Strengthening Maternal Neonatal Health Services in Partnership with the Local Government (SMNHS) Project’ in Jajarkot district in partnership with One Heart Worldwide. The vision of the project is to enhance maternal and newborn health outcomes and ensure equitable access to quality care for mothers and babies in underserved rural areas of Nepal. |

LOCATION: | Palika Based Headquarter Jajarkot with 70% of field visits to project locations. |
Type of Contract: | Till December 2025 with possibility of extension. |
ROLE PURPOSE:
Under the direct supervision of Project Coordinator, Field Officer will be responsible to provide technical support to the local level health units in municipalities, MNH service providers at the facility level and relevant stakeholders in MNH program planning and implementation; conduct community awareness raising activities focusing on MNH status assessment, planning and monitoring at the facility and community level

Role Dimensions: This position is key position to implement for ensure the result of SMNHS project under both clinical and non-clinical thematic area.
Major Duties and Responsibilities
Technical
- Provide close and continuous support to implement OHW supported projects as per Detailed Implementation Plan
- Conduct assessment and identify program needs at health facilities and communities; and share with the supervisor/concerned units
- Provide support in implementing OHW supported municipality, facility and community level training/orientation activities
- Provide technical support to municipality for implementing the MNH related activities
- Provide technical support to the birthing centers, MNH service providers and FCHVs with a special focus on the quality of services and capacity building on data collection, reporting, recording and MNH related knowledge
- Frequent field visits to facilitate the implementation process, training, and activity follow-ups and to collect routine data health facilities and communities.
- Conduct monitoring visits of the health facilities, nursing staff, FCHVs, and clients and provide necessary feedback
- Keep a proper record of all the activities in the given form and formats and report on time in the specified time period
- Develop a network to collect and monitor all maternal deaths in the palika and support government to verify the deaths and identify causes of death.
- Mapping of the municipal/HF/ward/communities and collecting routine data from health facilities and communities in its catchment areas
- Any other job assigned by the Supervisor.
Administrative
- Provide support in building sound relationships with municipal office, health facility staff, community stakeholders and female community health volunteers in order to maintain program schedule and achieve program deliverables at the field level
- Coordinate to ensure logistics and daily activities in the program locations
- Participate, represent and co-ordinate at the municipality, facility level and community level
- Work together with the supervisor in developing annual plan
- Contribute in preparing regular progress reports, technical deliverables, and district work plans
- Prepare monthly progress report and support in preparing quarterly and annual progress report
- Lead to convene community level project activities as assigned under the program and organizational provisions in project area, communities.
QUALIFICATIONS and EXPERIENCE
- Bachelor’s degree in public health (BPH)/ Bachelor degree in Nursing or staffs nurse with 2 years of working experience
- Preferred experience in the maternal, neonatal and child health fields.
