Rural Women Upliftment Association (RWUA) was established on 22 Kartik, 2050 B.S. at Sarlahi District of Madesh Province, Nepal. It is a non-governmental and non-profit social organization that is well- established and prominent and works as a change agent in the area of women empowerment and community development in the Sarlahi district. The long-term experiences in the area of community development and women’s Upliftment have made it the organization easy to organize the community for positive changes over their own for the last 32 years. This is women women-headed organization and the majority of executive members are women. It works with a mission to improve the lives of people through economic, social, cultural, and physical transformation. It has been implementing several projects in Sarlahi District in the partnership.

RWUA invites applications from interested qualified and eligible candidates (Nepali citizens only) who are reliable, accountable, and have the ability to deliver results with the highest level of integrity for the following positions under Save the Children Partnership sponsorship projects in the Sarlahi district.

Title of the Position: Field Coordinator-(Policy and Lobby)

Grade/Level: Co-Ordinator

Immediate Supervisor/ Reporting to: Sr./Program Coordinator/Manager

Working Area: RWUA working area or Most Focus Haripur and Ishworpur Municipality

Child Safeguarding: The position holder will frequently have direct contact with children and/or young people in their day-to-day work. S/he will have to abide by child safeguarding, protection from sexual exploitation, abuse, and harassment (PSEAH) policy including the organization’s code of conduct. S/he will have to maintain dual adult rules while visiting/meeting with children.

Role Purpose:

The Field Coordinator – Advocacy and Lobby will support field-level implementation of advocacy and lobbying efforts within the Sponsorship Program. This position focuses on ensuring the sustainability of child-centred initiatives through capacity building, stakeholder engagement, and ownership transition to local governments and communities. A core objective is to integrate children's voices into decision- making processes and foster the adoption of child-centered policies at the local level.

Reports to: Sr./Program Coordinator/Manager

Staff reporting to this post: Officer/Supervisor

Key Areas of Accountability:

  • Advocacy Planning and Implementation
  • Develop localized advocacy plans aligned with the Sponsorship Program’s goals.
  • Identify and prioritize key advocacy issues, focusing on child rights, education, health, and poverty, with an emphasis on sustainability and ownership transfer.
  • Plan and execute community-level advocacy campaigns to raise awareness about child-centered policies and practices.
  • Collaborate with local stakeholders, including government officials, child clubs, and community groups, to drive advocacy initiatives effectively.
  • Policy Engagement and Lobbying
  • Facilitate interactions between children, community members, and local government to ensure child-focused priorities in local planning and budgeting.
  • Organize policy dialogues, public hearings, and stakeholder consultations to influence decision- making processes.
  • Prepare and disseminate advocacy materials, including factsheets and presentations, in collaboration with the program team.
  • Support evidence-based lobbying by gathering data, documenting challenges, and contributing to policy discussions.
  • Conduct training sessions to build the advocacy and lobbying skills of child clubs, youth groups, and local stakeholders.
  • Equip community representatives with the tools and knowledge needed to champion sustainable child rights initiatives.
  • Assist stakeholders in designing and implementing their own advocacy campaigns. Documentation and Learning
  • Capture success stories, case studies, and best practices from advocacy interventions.
  • Maintain comprehensive records of stakeholder engagement, advocacy events, and their outcomes.
  • Generate periodic reports showcasing achievements, lessons learned, and recommendations for improvement.
  • Community Engagement and Accountability
  • Ensure the active participation of marginalized and vulnerable groups in advocacy efforts.
  • Facilitate feedback sessions to incorporate community input into ongoing advocacy strategies.
  • Keep stakeholders and community members informed about advocacy progress and results.
  • Sustainability and Ownership Transition
  • Monitor the capacity of local stakeholders for transitioning advocacy ownership post- program.
  • Facilitate the transfer of knowledge and tools to local authorities and communities for sustainability.
  • Provide ongoing technical support to ensure continued advocacy for child rights. Representation
  • Represent the organization in forums, meetings, workshops, and seminars as guided by the supervisor.

  • Collaborate with staff and stakeholders to ensure smooth execution of advocacy activities.
  • Undertake additional tasks as assigned by the Sr./Program Coordinator/Field Manager or Sponsorship team.
  • Support dual roles in development and humanitarian activities during emergencies.

Qualification Skills and Experience:

Education: A Bachelor's degree, preferably in LLB or Social Work, Development Studies, Public Policy, Public Health, or a related field.

Experience: At least three years of experience as an Officer in field-level, advocacy, lobbying, or community engagement is required. Candidates should have familiarity with child rights issues, local governance structures, advocacy, safeguarding, and zero-tolerance policies, along with a strong understanding of local, provincial, and national-level policies.

Skills:

  • Strong interpersonal and communication skills for diverse stakeholder engagement.
  • Proven ability to organize advocacy events and facilitate capacity-building sessions.
  • Competence in documenting and reporting field activities effectively.
  • Basic knowledge of local policy processes and governance systems.
  • Proficiency in computing skills.
  • Strong communication, analytical, and report-writing abilities.
  • Basic proficiency in written and spoken English.
  • Enthusiasm for working with diverse, multidisciplinary teams and rural communities.
  • Demonstrated ability to coordinate with relevant stakeholders.

Child Safeguarding

  • Ensure that all Program staff understand and respect the SC Child Safeguarding policy
  • Report protection concerns to the Program Coordinator/Manager in line with the SC Child Safeguarding policy
  • Ensure the Child Protection Policy and Code of Conduct are visible in all Save the Children activity locations
  • Ensure in each location of Save the Children work there is a reporting mechanism and Child protection focal person to report Protection concerns

Well-being

  • Ensure that all staff in the Program team feel comfortable in the job and team and inform the Sr./Program Coordinator/Manager if the employees face particular challenges or have specific needs
  • He / She has to do any other job that the organization requires to make the program more effective and successful.

Others

  • Other tasks as requested by the Line Manager.
  • Support Humanitarian responses where appropriate, ensuring timely and quality responses per SCI standards and principles.
  • Facilitate Safer programming, Gender Diversity, and Climate resilience programming for long- term impact.
  • Adopt and demonstrate the ‘Do No Harm’ Policy in each and every step of your assignments.
