Introduction

Wine To Water Nepal (WWN) is committed to supporting Life and Dignity through the Power of Clean Water. We envision a world where everyone, especially marginalized communities has equitable access to Water Sanitation and Hygiene facilities. We are a not-for-profit organization based in Kathmandu and working in Bagmati Pradesh. With an objective to support the Nepal Government’s goal to achieve SDG 6 by 2030, we are working directly with the Local government by identifying the unserved population and providing them with access to Water ( Ek Ghar Ek Dhara), Hygiene and Sanitation behavioral change education and Improving Economic Status through Livelihood and income generating activities.

The overall objective of the project is to improve the Water supply, sanitation, hygiene, and health status through strengthening WASH governance and the provision of basic water, sanitation, and hygiene (WASH) services; gender equality, and empowerment of disadvantaged groups in Makwanpur District.

Wine to Water Nepal required conducting PF study & Analysis Report, Design Estimate Survey, cost estimation and developing a Detailed Engineering Survey Report for the implementation of the various DWSS projects. This Terms of Reference (ToR) is developed to request a consultancy service from a qualified consultant (Firm/Institution) to undertake a aforementioned assignment including PF study, detailed engineering survey that includes, feasibility assessment, design estimates, survey of transmission and distribution line of pipe, water distribution network plan in GIS, detail drawings, preparation of quantity estimation, cost estimation, BoQs and survey reports. Therefore, WWN requests the engineering consultant/consultancy firms to submit a technical proposal on the topic Request for Proposal: 

Conducting Pre Feasibility Study & Analysis Report, Detail Engineering survey, Design, Cost estimation and DFS Report of various rural Community Water Supply Schemes in Makwanpur District. The interested consulting firms/individuals should review the detailed ToR given and prepare accordingly. 

Overall objectives of the assignment

The overall objective of the study is to develop a technically and socially sound survey, design, and estimate report for a communal rural water supply scheme with one house and one tap connection in the above-mentioned location.

Target Areas

The targeted community area is mainly Chepang and Janajati Basti of Makwanpur District, Nepal. Access to safe drinking water, Safe sanitation, and Hygiene remains the major problem in these areas. Therefore, WWN is working in support of the people of Dalit villages to get access to clean water near their doorsteps. WWN is interested in implementing the Drinking Water Supply Scheme (DWSS) project that includes access to clean water in the community and in school, hygiene, and sanitation promotion through awareness and education programs, and livelihood development programs. Scope of Work

The consultant/consulting firm will carry out the necessary field works along and shall be responsible for the accuracy, interpretation, and analysis of all data received including conclusions and recommendations. The scope of work to be carried out by the consultant include but may not be limited to the following:

• Conduct a Pre Feasibility study of various water supply scheme as per the PF list of aforementioned Rural municipalities of Makwanpur District;

• Conduct a detailed engineering survey of the rural water supply scheme and prepare design, drawings, detailed quantity estimation with the specification of materials, labor, preparation of BoQs incorporating the district rates, compute tentative quantity and cost estimation along with the survey report of the water supply system.

• Layout plan of all sites significantly indicating the source, pipeline alignments, structures, and other pre-requisite details of the proposed site

• Including treatment unit with a cost: On-grid/off-grid which suits best the project and technology to be adapted such as solar, on-grid….

• Prepare a survey report with the consideration of technical aspects, social dynamics, gender, social inclusion, and environmental protection that are well documented.

• Identify the source yield, pumping details, pumping types, water source identification and possible alternate if any, Types of tanks best suited, the feasibility of the reservoir site, distribution pipe alignment, suspended crossing designs and details, and numbers and location of private taps and other major structures.

• Identify the capacity of the water source i.e., the number of people it can serve to know the volume of water that can be extracted from the water source throughout the year.

• Review available reports, other past studies, standard specifications, publications, and guidelines.

• Prepare Geological reports that explain the type of soil located at the site, the boring depth required, and the water table status.

• Prepare a Master plan of the construction works assigned site and GIS/ Google earth report that indicates the pipeline distribution alignments. 

• Prepare a financial analysis report that explains the tariff to be set in order to recover capital investment and for operation and maintenance.

• Prepare technical specification that explains the material’s quality and workability to be followed during the construction works.

Methodology

This study will be based on the field survey in the selected municipalities and on the desk review of previous study reports, maps, design guidelines, and standards. 

Required Qualification

• The Consulting Firm must be registered legally, either in the Office of Company registrar or Office of Small and Cottage Industry, and must have registered in Inland Revenue Department with VAT.;

• The Team Leader of the project proposed must have the qualification of a Master’s degree in Civil Engineering with 5 years of working experience or a bachelor’s with a minimum of 10 Years of Experience in a related field;

• The consulting firm Must have completed at least 2 similar projects of the Rural Water Supply Scheme and/or off-grid Water Supply Scheme;

• Team of the Project must include at least  Civil Engineer, Sub-Engineers and 1 Environmentalist working the similar field of Water supply;

• Nepal Engineering Council (NEC) License Requirements.

• Prior experience working in hilly or mountainous regions and demonstrating similar assignments, particularly on surface water-based drinking water supply schemes.

WWN Nepal reserves all the right to reject any or all proposals received. And select the most advantageous proposals based on the evaluation criteria for the Financial Proposal Submission and Final Selection round.

• Examples of Knowledge, expertise, and/or experience with other related work.
