Background

Samagra Jan-utthan Kendra (SAMAGRA) is an organization initiated and formed by the intellectual and conscious youth group in Lahan in May 21, 2002. The vision of SAMAGRA is to achieve justice for all people, grounded in human rights, through a collaborative and peaceful process within society. The goal of APEC is to actively participate in building an inclusive, self-sufficient, and resilient community. In this community, everyone is not only conscious of the intrinsic worth of human rights but also enjoys equal access to all available opportunities. Samagra has been working on human rights, education, health, resilient livelihood and empowerment, gender-based violence, peace building, social justice, dialogue etc. in partnership with government, different INGOs, and CBOs to achieve strategi goal in line with its vision and mission. SAMAGRA is now working in diafferent districts of Mdhesh Province in partnership with CARE Nepal, GIZ-CPS, International Alert and UNDP. 

SAMAGRA, in partnership with CARE Nepal, announces the call for expression of interest (EOI) for Self-Defense Training from the experienced and qualified experts for “Girl’s education and empowerment” under the project “Strengthening Opportunities for Adolescent Resilience.”

Objective of the Assignment:

The overall objective of the assignment is to train adolescent girls to face potential threats in their daily lives while also amplifying personal safety and security. The consultant will design and carry out self-defense training. Practical approaches, situational awareness, and empowerment strategies should all be covered in the training. It is aimed to provide selected adolescent girls with fundamental empowerment knowledge and training in basic physical self-defense techniques. 

Scope of the Work:

  • Develop training contents, handouts, assessment tools and training module to understand self-defense and its requirement. 
  • The training module should include theoretical and practical (physical) sessions incorporating both physical and mental preparedness. 
  • The training contents & presentation should match the knowledge and understanding level of adolescent girls (10 to 19 years of age) of rural communities of the proposed project areas (Sakhuwanankarkatti RM, Bhagwanpur RM, Dhangadhimai MP and Naraha RM). 
  • The contents and content delivery should be in local dialects (Maithili and Nepali).
  • The training should focus on prevailing issues of Madhesh province for instance, harassment, acid attack, rape, violence etc.
  • The training should not deliver negative message in community and society in a sense self-defense means killing to person.
  • Include self-defense principles in daily practices to increase awareness and readiness.
  • The training should cover different physical defense skills during fighting, attacking etc.
  • Provide behavior skills for self-defense.

Methodology:

The selected resource person shall:

  • Conduct preliminary assessment if required for designing training contents (It’s optional).
  • Develop training modules, contents, assessment tools and training schedule and submit to respective organizations.
  • Conduct training events in different proposed community clusters. 
  • Prepare event reports and submit to the respective organizations. 

Expected Deliverables: 

  • The selected resource person should deliver the following.  
  • Submit training module, training contents, handouts (Comprehensive self-defense training curriculum), assessment tools and training event, assessment reports.
  • The self-defense training should have increased the knowledge of participants which must assess through post assessment.

Qualification and experience:

  • Proven experience of developing and executing self-defense training programs.
  • Technical expertise of self-defense with practical application.
  • Excellent communication and delivery skills
  • Sound Knowledge of safety and security
  • Resource person/lead facilitator must have at least bachelor degree related social science /humanities discipline with more than five years’ experience.

Duration:

The consultant will be engaged for 6 events 1 day in each group for training delivery in the proposed areas of (Sakhuwanankarkatti RM, Bhagwanpur RM, Dhangadhimai MP and Narha RM). The entire event must be complete within (20 Sept.2024).

Budget:

The resource person or firm shall submit a total budget with a detailed breakdown including applicable taxes at the time of proposal submission. The budget breakdown sheet has been attached with this ToR. The purposed amount should be rational and agreed accordingly. 

The payment will be made after the completion of assigned tasks.

Management of the Work:

The selected resource person should manage all food, accommodation and transportation means as per requirement and be accountable for the timely delivery of the quality services. 

Responsibilities of SAMAGRA

  • Review and approve the training modules, schedules, and contents.  
  • Training events monitoring and guidance.  
  • Pay relevant costs related to this assignment and agreed upon in the contract.

Responsibilities of the Resource person: 

The hired resource person will be responsible for carrying out all of the tasks outlined in this Terms of Reference (ToR) and ensure the delivery of outputs stated above within the agreed budget and timeline.

Termination of the Contract:

The contract will come into termination if the hired resource person commits a breach in the performance or observance of its obligation under this ToR. The resource person shall be notified through phone call or written message prior to the termination of the agreement.
