Rural Women Development and Unity Center (RUWDUC) has been lending a voice to women, children, and youth since its establishment in 1995. RUWDUC aims to promote the well-being of humanity and ensure equality for all, including access to education, healthcare, justice, and a violence-free society. Aligning with its vision and Mission, RUWDUC in partnership with Oxfam in Nepal and coordination with Water and Energy Commission Secretariat (WECS) has been implementing, the “Pilot Project on Watershed Management and Development Plan: Generating a Replicable Watershed Management Model (Watershed Project)” from April 2024 to March 2025 with focus on Rangoon Watershed in Sudurpashchim Province, Nepal. 

RUWDUC invites Expressions of Interest (EOI) seeking consultancy services from consulting firms for “Watershed Database Development”. The consultancy will involve the development of data collection tools and extensive field data collection on the following:

  1. Water source mapping: Identify and map all (including majors and every minor) water resources including rivers, lakes, springs, wells, and other water sources within the Rangoon Watershed. Collect data on water volumes, discharge rates, and flow, and water levels for these water resources.
  2. Water-use conflict assessment: Identify and document any conflicts related to water resources, such as disputes over water use, pollution issues, or management challenges. Assess the levels of conflicts: within the community, between wards, within municipalities, between municipalities, or higher. Identify if any remediation mechanisms are in action for those conflicts.
  3. Water accounting: Develop a water accounting tool. Perform water accounting to assess the demand and supply for various sectors including households, agriculture, irrigation, and industrial use. Compile data on water consumption and availability to support decision-making processes. Analysis of water accounting for sectors, catchments, and sub-sub-catchments of Rangoon Watershed.

The interested consulting firm should have the following qualifications and experiences.

  • Understanding of hydrological processes, including water flow, discharge rates, groundwater interactions, and precipitation patterns specific to the Rangoon Watershed.
  • Experience in assessing water-related infrastructure such as bridges, irrigation canals, drinking water tanks, taps, and distribution systems. This involves understanding their functionality, condition assessment, and potential impact on water resources.
  • Ability to identify and document existing conflicts related to water resources.
  • Proficiency in conducting water accounting to assess demand and supply across sectors (households, agriculture, irrigation, industry).
  • Proficiency in Geographic Information Systems (GIS) for mapping water sources, land use patterns, and spatial analysis within the watershed.
  • Ability to utilize remote sensing techniques to monitor changes in land cover, vegetation health, and water resources over time.
  • Experience in designing and implementing field surveys, including data collection and methodologies.
  • Skills in statistical analysis and interpretation of hydrological and environmental data using software tools like Excel, SPSS, or specialized hydrological models.
  • Proficiency in database management to ensure accurate storage, organization, and retrieval of collected data for ongoing analysis, reporting, and sharing.
  • Strong problem-solving skills to address challenges and adapt to changing field conditions.
  • Experience working in hard-to-reach areas for similar projects.
  • Familiarity with the project area (Rangoon Watershed, Sudurpashchim Province)
