1. Introduction:
Prayatnashil Community Development Society (PRAYAS Nepal), Dhading is a non-governmental organization dedicated towards quality education, livelihood, good governance, inclusive and well-being of Nepalese people. PRAYAS Nepal focuses on children, women, marginalized and rural communities by setting holistic development goals in creating transformed and interdependent society. PRAYAS Nepal envisions a new Nepal by positive transformation of socio-economic aspect of society and individual through capacity enhancement and optimum utilization of local resources. PRAYAS Nepal has been working with government & non- government partners since its establishment.
2. Context:
PRAYAS- Nepal, with financial support from ChildFund Japan Nepal Office is implementing Securing Access for Education (SAFE) project in Wards no. 6, 8, and 10 of Benighat Rorang Rural Municipality of Dhading district. A key element of this project is to enhance the leadership and effective management skills of head teachers, including their supervisory abilities. So, it is expected that the head teacher's leadership qualities and skills will be enhanced and improved in their daily school leadership styles. To achieve this, the project has adopted the concept of delivering a 3-day training focusing the head teachers from the project schools.
Overview of Head Teacher Leadership and Management Training:
Head teachers serve as a primary agent for transforming the overall status of the school by demonstrating effective leadership and management. The deficiencies in management and leadership skills in head teacher are contributing to the ineffectiveness of school administration and educational qualities. The surveys have also indicated that the existing traditional ways of dealing, skills and strategies employed by them do not align with the expectations of students, team members, parents, and stakeholders. These ultimately contributed for poor learning achievement and insufficient stakeholder ownership towards school's initiatives. Therefore, leadership and management training is anticipated to enhance the competencies of head teachers in overall school administration.
In the same regard, PRAYAS-Nepal is going to organize a 3-day training on Leadership and Management to Head teachers of 21 project schools. The possible contents will be community engagement and building partnership with stakeholders, effective school management and governance, strategies for improving teacher performance and professional development, resource management, and promoting a positive school environment, etc.
3. Objectives of the assignment:
The overall purpose of the training is to facilitate three events of 3-day training to head teachers of project area. So, the trainer designs training contents and facilitates it accordingly for enhancing the capacity of head teachers of project area.
The overall objective:
The prime objective of Head teacher leadership and management training is to equip head teachers with effective and efficient school management techniques and skills to lead a school.
Specific objectives of the training are:
Following are the specific objectives of training:
- enhancing school leadership practices focusing on instructional leadership in schools
- knowledge and skills to motivate teachers, parents and school stakeholders
- establish smooth and functional community engagement practices
- fostering effective school management and governance practices
- assisting in teacher performance and professional development and
- Promoting a positive school environment, etc.
4. Scope of the consultancy services are:
The assignment is assumed to be carried out based on the following terms;
- Prepare training content consulting with PRAYAS-Nepal SAFE Project team.
- Prepare three days training contents and facilitation schedule.
- Develop training materials and take responsibility for handling the entire training sessions.
- Deliver training to 24 participants including head teachers from 3 secondary and 18 basic schools in a participatory way by addressing participant's expectations, and cultural sensitivity.
- Pre and post evaluation of the training.
- Submission of the training completion report to PRAYAS-Nepal.
5. Methodology (proposed):
To increase the effectiveness of the training, the following methods to be used:
- Plenary presentation and demonstration
- Group works and game exercises
- Group interactions
- Learning and experience exchange
- Critical thinking and problem solving
6. Role and Responsibility of the Trainer and PRAYAS Nepal:
- Hold a preparatory discussion with the PRAYAS Nepal team to discuss on training contents.
- Submit three days training content schedule with proposal and final copy should be submitted to PRAYAS-Nepal, Dhading in English version with the training proposal.
- Submit or upload in given folder all training content, related handouts and other resource materials to the PRAYAS-Nepal, Dhading for book binding purpose before 3 days.
- The trainer should follow the specific objective of training during designing of content and delivery.
- Share the materials in Nepali language since the participants feel more comfort with Nepali.
- Provide resource materials produced by the government and other sources to the participants.
- Provide training completion report and handover all soft and hard copy training materials to PRAYAS-Nepal, Dhading Office within one-week after completion of training.
- The completion report must be produced including results and analysis of pre/ post-tests, training designs and all materials used in the training. (Should be submitted in both hard and softcopy)
PRAYAS-Nepal, Dhading:
- Coordination and collaboration with local government and school management committee for ensuring participants.
- Organize a sharing and content finalization meeting with trainer,
- Share the existing status (tenure, expertise, etc.) of head teacher with trainer before developing the content
- Logistic arrangement of training (venue/hall, accommodation, equipment, stationery, training materials, food during training),
- Organizing reflection and review meeting with the consultant each of day after training
- Remuneration and travel cost to the trainer
7. Training Evaluation:
- Pre and post test
- Feedback sheet
8. Applications will only be considered if they include all the following items (CVs alone are not acceptable):
- Submit interest of letter with short proposal (background, propose of training, tentative content, methodology, proposed budget, training schedule, required training materials) including a profile for the consultancy firms and CV of trainer and co-trainer,
- Financial proposal including Trainer and Co-trainer cost for 3 days, preparation and report writing cost, travel cost, DSA during travel and other cost if any
- Credentials/Academic Certificates of consultant/trainer and co-trainer,
- Copy of updated VAT/PAN registration certificate.
- Latest Tax clearance certificate.
- Evidence of similar work completed.
9. Essential skills and qualification of the Trainer:
- At least 5 years of professional experience in Teacher Training and leadership including working experience in education,
- Proven experience in training design, facilitation and training delivery preferably working with school Management, School teachers and Parents,
- Effective training/orientation facilitation, presentation skill and have knowledge on different training methodologies.
- Familiar with current government educational policies, provisions, School Education Sector Plan.
- Good analytical, judgment and problem-solving skills during training.
- Coaching skills considering the level of participant's competency.
- Report writing skills in both English and Nepali.
- Sound understanding of cultural differences and respect diversity.
The Trainer will be required to have evidence documents to demonstrate technical competencies in relation to the topics required by the project.
10. Trainer Service Schedule and Timeline:
Detailed action plan of consultancy service to deliver head teacher leadership and management training will be defined after selection of Trainer. Below is a proposed plan, which will not be adjusted since the timeline has already been finalized by PRAYAS Nepal consulting with Local Government.

12. Submission deadline:

13. Terms of Payment:
The remuneration of the trainer will be made once the training completion report is submitted. PRAYAS Nepal will make payment of the contract amount in cheque to the trainer within one week after the completion of assignment and submission of payment request letter, invoice, and complete set of training report from the trainer. The applicable taxes will be deducted at source according to tax policy of government of Nepal. The trainer can receive the tax deposit slip from PRAYAS-Nepal.
