TERMS OF REFERENCE

“Facilitating Teacher Training on Inclusive Pedagogy”

1. Background

With the technical support of Good Neighbors International Nepal, SEEWAC Nepal is implementing an Inclusive Education Project entitled on “Empowering Nepalese Children with Disabilities; Bridging the Gaps through Holistic Support” in Rajapur and Madhuwan Municipality ,and Geruwa Rural Municipality in Bardiya District. This project aims at promoting equitable and respectful participation of Children with Disabilties (CwDs) in education by providing assistive devices, building physically accessible school infrastructures, and promoting an inclusive learning environment in schools.

As part of project intervention, SEEWAC Nepal is planning to organize a training on “Inclusive Pedagogy” for teachers in target schools. This training aims to equip teachers with required skills and knowledge to create a supportive and equitable learning environment where all students, particularly CwDs, feel valued and can actively participate in classroom learning activities regardless their abilities. Thus, to conduct this training, SEEWAC Nepal is seeking for a qualified, experienced and skilled facilitator with an in-depth understanding on inclusive education, disabilities, and modern trend on pedagogy.

The details of the Terms of References (ToRs) of the assignment are elaborated below. 

2. The objective of the assignment 

To equip teachers  with necessary skills, knowledge, and strategies needed to foster an inclusive learning environment in the classroom, particularly for children with disabilities: (physical, visual, hearing, language, intellectual etc.), and support teachers to creating truly inclusive learning environment that aligns to the physical as well as socio cultural context of project location.

3. Scope of the work

SEEWAC Nepal/Kailali is seeking a professional trainer in facilitating  training on “Inclusive Pedagogy” encompasses components below;

Understanding Inclusive Education: meaning, definition, key dimensions, aligning to national policy, priorities of government of Nepal, and practices of international communities.

Adaptation of Inclusive Pedagogy: classroom based activities / techniques that ensure meaningful participation of all students, particularly CwDs, in learning leading to better learning outcomes. It also includes tailoring activities / materials for children with physical, visual, hearing, intellectual, language disabilities, and assessing their learning outcomes. 

Developing Positive Perceptions to CwDs: create an environment which promotes positive behaviors to CwDs respecting their rights, and facilitating in bringing their talents out.

4. Date, Time, and Location 

  • Date:  Third week of April 2025 (approximately)
  • Event: 2 (two)
  • Duration: 3 days / per event
  • Location: Any two location of Rajapur and Madhuwan Municipality, and Geruwa Rural Municipality of Bardiya district.
  • Training participant: Around 25 persons in a group / event

5. Deliverables

The trainer/facilitator is anticipated to deliver 

  • Technical and financial proposal with detailed information.
  • Training concept/methodology details/module
  • Facilitate training in a participatory way (using fewer PPTs and applying other more dynamic methods like games, role-play, illustrations, video, etc.)
  • Provide training completion report annexing training materials

6. Remuneration and cost allocation

The estimated trainer fee is upto NPR 12,000 per day (depending on expertise, experience of trainer), including tax.

7. Mode of Payment:

The payment mode shall be in a cheque. The TDS will be deducted and deposited on behalf of the facilitator to the concerned tax offices as per prevailing government rules.

8. Qualification of Consultant 

The trainer must hold at least a master’s degree in education or related area, and have minimum 5 years of experience in developing training modules, developing materials, and delivering training to teachers / educator being specific on inclusive education / pedagogy. The trainer must have comprehensive understanding on disabilities.

9. Required documents 

  • The individual applicant should submit a resume/CV outlining relevant experience and work reference. The applicant can also use additional human resources, if required, with in the budget limits.
  • An elaborate proposal, including a description of the delivery method, content, and schedule, along with a financial proposal within the specified limits and/or VAT registration
  • In the case of the applicant firm, an organizational profile with CVs of trainers is mandatory. The selected firm must deploy only those individuals whose CVs are proposed.
  • For firms/companies latest tax clearance certificate and company registration is mandatory. 

10. Evaluation Criteria

Proposals will be evaluated based on:

  • Quality / appropriateness of training concept/methodology details/module
  • Relevance of experience in inclusive pedagogy and teacher training.
  • Quality and feasibility of the training approach.
  • Cost-effectiveness of the financial proposal.
