1. Background

Sabal Nepal is a youth-led humanitarian and development organization with over a decade of experience addressing the critical needs of marginalized and vulnerable communities across Madhesh Province. In partnership with CBM Global, Sabal Nepal is implementing the Disability Inclusive Disaster Risk Reduction (DIDRR) Project to build resilience and enhance disaster preparedness among persons with disabilities and other vulnerable groups in two municipalities of Saptari district.

The project integrates inclusive disaster risk management (DRM) strategies by engaging local governments, self-help groups (SHGs), and community-based organizations to address the unique needs of marginalized populations in disaster contexts. Key interventions include advocacy for inclusive DRM policies, capacity building, awareness campaigns, and the promotion of mental health and psychosocial support (MHPSS) within disaster preparedness and management.

To further strengthen its DRR efforts, Sabal Nepal seeks to onboard a consultant to organize and facilitate a comprehensive DiDRRM training for its project staff, board members, and partner organizations (Samabesi Apanga Sangh Saptari).

2. Objectives

The primary objectives of the consultancy are:

  • To design and deliver a training program on Disability Inclusive Disaster Risk Reduction and Management (DiDRRM) integrating Mental Health and Psychosocial Support (MHPSS).

  • To build the capacity of training participants on engaging local actors, government representatives, and community-based organizations in DRRM strategies integrating MHPSS.

  • To capacitate training participants on developing and disseminating relevant training materials, guidelines, and practical tools.

  • To ensure that gender equality, disability inclusion, and social protection considerations are embedded within the training content.

3. Scope of Work

The consultant/s will be responsible for:

  1. Developing a comprehensive training module on DRRM, incorporating DRR best practices from Nepal and neighboring countries with similar contexts.

  2. Facilitating an understanding of disability-inclusive disaster risk reduction and how DRR activities/structures can be implemented with an inclusive approach.

  3. Clarifying national and international guidelines on MHPSS in DRRM, including planning and implementation within DRR frameworks.

  4. Conducting participatory training sessions using case studies and interactive learning techniques.

  5. Providing practical exercises and real-life scenarios to enhance understanding and application of DRR concepts.

  6. Preparing a training report, including participant feedback, key learning points, and recommendations for future capacity-building initiatives.

4. Deliverables

  • A finalized DIDRRM training module and agenda.

  • Training sessions conducted as per the agreed timeline.

  • Training materials, handouts, and reference guides for participants.

  • A detailed post-training report, including evaluation results.

  • A PowerPoint presentation on inclusive DRRM, including MHPSS, for community capacity development to be used by the DiDRR project staff.

  • A disability-inclusive DRR case story writing template with relevant examples.

5. Duration and Location

  • The consultancy is expected to be completed within April 2025.

  • The training will be conducted over five days (DiDRRM/MHPSS) in Bhedetar, Dhankuta district.

6. Required Qualifications and Experience

Two facilitators are expected to deliver this assignment: one with a DRRM background and another with expertise in disability inclusion and MHPSS.

  • Advanced degree in Social Studies, Disaster Risk Management, Inclusion, or a related field.

  • Experience in DiDRRM training design with participatory training facilitation skills.

  • Experience in disability inclusion and MHPSS training design and delivery.

  • Strong knowledge of gender equality, disability inclusion, and social protection in disaster risk management.

  • Excellent communication and report-writing skills in English and [Specify Local Language if needed].

7. Application Process

Interested consultants are requested to submit:

  • Detailed CVs of the trainer and co-trainer, highlighting relevant experience in training design and delivery.

  • A technical proposal outlining the training approach and methodology.

  • A financial proposal indicating consultancy fees and other associated costs.

8. Selection Criteria

  • Relevant experience and expertise (40%)

  • Quality of the proposed training approach (30%)

  • Cost-effectiveness of the financial proposal (20%)

  • Availability and proposed timeline (10%)

9. Reporting and Coordination

The consultant will report to the Project Coordinator at Sabal Nepal and work in close coordination with the program team to ensure the successful execution of the training. The final report is to be submitted within seven days of the training’s completion.
