Position Description

Urja Nepal is hiring three (3) full-time specialists to provide strategic and advisory support to Nepal’s Electricity Regulatory Commission (ERC).

Project Description

The purpose of the USAID Urja Nepal Project is to assist the Government of Nepal (GoN) through its electricity sector administrative bodies, MoEWRI (Ministry of Energy, Water Resources and Irrigation), DoED (Department of Electricity Development), NEA (Nepal Electricity Authority), ERC (Electricity Regulatory Commission), OIBN (Office of Investment Board of Nepal), and AEPC (Alternative Energy Promotion Center) to create a financially viable electricity sector. The project works across four primary work streams: (i) improving the legal and regulatory frameworks, (ii) improving the performance of electric utilities, (iii) expanding engagement with the private sector, and (iv) increasing cross-border electricity trade (CBET).

The project aims to hire three specialists:

  1. Finance and Regulatory Affairs Specialist
  2. Techno-economic and Regulatory Affairs Specialist
  3. Legal and Policy Affairs Specialist

1. Finance and Regulatory Affairs Specialist

The Finance and Regulatory Affairs Specialist will be responsible for drafting and reviewing regulatory instruments, assisting in tariff determination and assessment, and providing capacity building support, as required.

Qualifications:

  • Advanced degree required.
  • Prior professional experience working with the ERC required.
  • Minimum of five years of relevant progressive experience in the electricity sector.
  • Expertise in the use of spreadsheet tools, including Excel.
  • Understanding of legislative and regulatory process governing hydropower projects in Nepal and about relevant legal duties of regulatory agencies and government ministries.
  • Experience and understanding of electricity sector structures and the reform process, both in Nepal and internationally\.
  • Ability to work both independently and in a team environment.
  • In-depth knowledge of hydropower Project Development Agreements, Power Purchase Agreements and other project specific contracts and documents.
  • Willingness to be flexible and responsive in a dynamic work environment.
  • Fluent speaking, reading and writing knowledge of both the English and Nepali languages.

2. Techno-economic and Regulatory Affairs Specialist

The Technoeconomic and Regulatory Affairs Specialist will assist the ERC in formulating regulatory instruments, analyzing financial aspects of electricity projects, and providing capacity building support, as required.

Qualifications:

  • Relevant advanced degree required.
  • Prior professional experience working with the ERC required.
  • Minimum of five years of relevant progressive experience in the electricity sector.
  • Expertise in the use of spreadsheet tools, including Excel.
  • Understanding of legislative and regulatory process governing hydropower projects in Nepal and about relevant legal duties of regulatory agencies and government ministries.
  • Experience and understanding of electricity sector structures and the reform process, both in Nepal and internationally.
  • Ability to work both independently and in a team environment.

The Legal and Policy Affairs Specialist will provide legal advice on regulatory frameworks, policies, and decisions, and will assist the ERC in diverse legal matters.

Qualifications:

  • Relevant advanced degree required.
  • Prior professional experience working with the ERC required.
  • Minimum of five years of relevant progressive experience in the electricity sector.
  • Understanding of legislative and regulatory process governing hydropower projects in Nepal and about relevant legal duties of regulatory agencies and government ministries.
  • Experience and understanding of electricity sector structures and the reform process, both in Nepal and internationally.
