USAID Biodiversity will conserve nature, enhance human well-being, and safeguard Nepal’s biodiversity to improve the health of ecosystems, fight environmental crime, and improve the ability of communities to prepare for and adapt to impacts caused by climate change and natural disasters. USAID Biodiversity will achieve measurable conservation targets within the biodiversity-rich, terrestrial, and freshwater ecosystems of the Chitwan-Annapurna Landscape, Kailash Sacred Landscape, Terai Arc Landscape, and the proposed Karnali Conservation Landscape, while increasing resilience to climate change and contributing to the inclusive and sustainable development of the Nepali people. To accomplish this, USAID Biodiversity will implement activities aligned with three mutually interrelated and reinforcing objectives: improve the health of ecosystems (Objective 1), strengthen environmental crime control and natural resource safeguards (Objective 2), and enhance the climate resilience of natural and human ecosystems (Objective 3).
Objectives
The Environmental Crime Control Lead will be a key member of the technical leadership team. S/he will lead, design, and manage all activities related to preventing environmental crime under Objective 2. Internally s/he will provide technical oversight of field activities and coordinate across all technical components. Externally, s/he will lead coordination with appropriate Government of Nepal (GoN) ministries and line agencies and CSO partners on environmental crime prevention initiatives.
Tasks & Responsibilities
- Lead USAID Biodiversity team in designing and implementing high-impact environmental crime prevention activities for engagement, education, and demonstration throughout the target areas.
- Participate in planning for the long-term sustainability of environmental crime prevention and control initiatives that achieve ecosystem restoration goals, reduce the impact of crime on wildlife species and improve the quality of life for communities.
- Develop meaningful outreach and education events and materials related to preventing environmental crime for diverse audiences.
- Ensure that all environmental crime prevention activities have community buy-in and lead to long-term continuation of initiatives.
- Develop innovative ways to educate, engage, and empower community members to be advocates for and stewards of the target areas.
- Advise on grant development and management related to environmental crime prevention activities.
- Review technical reports prepared by the team and its partners to ensure quality standards are met before submission to USAID and sharing with GoN and other stakeholders.
- Develop and maintain effective working relationships with relevant USAID, GoN, Provincial governments, local governments, law enforcement agencies, communities, and other stakeholder representatives.
- Substantively contribute to Annual Work Plan formulation and periodic reporting, including annual and quarterly progress reports.
- Directly supervise a team of technical experts including the Environmental Crime Prevention Specialist positions.
- Other duties as requested by Chief of Party and DCoP.
Qualifications
- Advanced degree in law, environment, forestry, natural resource management/policy, or related field.
- Localized knowledge of legal, policy, judicial, and tenure issues in Nepal related to environmental crime and conservation law enforcement.
- In depth experience working with the Government of Nepal on environmental crime prevention initiatives.
- Strong working relationships and networks in Nepal’s conservation, legal, and law enforcement community.
- Experience working with law enforcement, rangers, and communities on monitoring and managing illegal environmental activities. For a candidate with an advanced degree (MA, M.S., JD), 13 years of professional work experience is required, for a candidate with a bachelor’s 15 years of relevant technical experience is required (Please subtract three years of relevant experience—10 years with advanced degree or 12 years with undergraduate degree—for persons of excluded groups).
- Proficiency in English, both spoken and written. Native fluency in Nepali.
- Experience with international donor funded projects preferred.
- Experience and engagement with environmental crime control initiatives in the region will be an asset.
