If Rolpa will be selected as one of the samples in assessing the achievements of Millennium Development Goals so far set forth by UN for first 15 years of New Millennium in 2000, it is sure that the result will show highly negative correlation. Every general observation gives impression that no significant change is achieved over the decade in major livelihood strata of Rolpali peoples. Not only this or that sector. Every social, economic, technological, political or environmental sector is in same problem. Highly fragile, highly vulnerable. DECOS is therefore established as an NGO to place its independent efforts in line of MDGs from the ground of Civil Society.
