CRS has played a pivotal role in coordinating reconstruction efforts through the leadership of the National/Nepal Housing and Settlements Resiliency Platform (NHSRP), formerly known as the Housing Recovery and Reconstruction Platform, since March 2017 in responding to the impacts of earthquakes, monsoons, and the COVID-19 pandemic. Building upon proven and new partnerships and expertise, CRS works with local partners and government to create long-term resilience for a brighter future for all.
CRS Nepal Invites applications from eligible and interested candidates for the following position for an upcoming project on Disaster Risk Reduction (DRR) Policy and Practice. This project is part of the BHA MYAPS: Round 04-Nepal ER4 Activity, funded by the Bureau for Humanitarian Assistance (BHA) with estimated budget of USD 9 million for three years.
This position is contingent upon successful bid award.
Emergency Preparedness and Response Manager (EPRM): (1 position based in Lalitpur):
As the Emergency Preparedness and Response Manager for the project, you will be responsible for providing leadership and vision for strategic decisions to leverage resources from other USG and non-USG programs in Nepal to enhance local-level preparedness and resilience to recurrent disasters. You will provide leadership in technical multi-sectoral analysis and response design, if disaster strikes during the life of this award. You will represent humanitarian coordination groups and provides advisory support to Nepal’s National Disaster Risk Reduction and Management Authority for coordinated and effective for effective post-crisis response coordination in the targeted province(s).
Job Responsibilities:
- In close collaboration with the COP and the Project Management Team, manage the planning, strategy and implementation of all emergency response and recovery activities for the Early Recovery, Risk Reduction, and Resilience (ER4) Activity in Nepal in line with CRS quality standards, donor requirements, and national and international standards and ensure program components are implemented in an integrated manner with other ongoing BHA/USAID programming, ensuring staff safety and security.
- Effectively manage talent and supervise. Manage team dynamics and staff well-being. Provide coaching, strategically tailor individual development plans, contribute to the recruitment process of emergency staff, and complete performance management for direct reports.
- Promote MEAL and knowledge management by leading program/project reviews and reflections with staff and partner representatives and documentation of good practices and lessons learned for assessments, to adjust strategies and implementation plans, to inform future programming initiatives and approaches, and to contribute to organizational learning.
- Represent the organization and collaborate, coordinate and communicate on a regular basis with donors, INGO key sectoral working groups, the UN, and relevant local government and community actors to keep abreast of changing needs and opportunities on the ground, to develop synergies, and to identify opportunities for greater impact and sustainability.
- Provide leadership and vision for strategic decisions to leverage resources from other USG and non-USG programs in Nepal to enhance local-level preparedness and resilience to recurrent disasters.
- Identify emergency capacity building needs for staff and partner organizations and take the lead on planning emergency training and capacity building programs and activities, developing curriculums, and delivering trainings.
- Ensure timely and appropriate project expenditures in line with financial plans and efficient use and stewardship of project material sources.
- If crisis occurs during the implementation of the Recovery, Risk Reduction, and Resilience (ER4) Activity:
- Lead technical multi-sectoral analysis and response design; represent humanitarian coordination groups; and provide advisory support to Nepal’s National Disaster Risk Reduction and Management Authority for coordinated and effective response in the targeted province(s).
Basic Qualifications and Experience
- Master’s degree in a discipline pertinent to disaster risk management, humanitarian assistance, resilience, natural sciences, or a closely related field is required.
- A minimum of five years of professional experience in designing and implementing DRR Programs in the context of humanitarian response.
- Two years of experience in the humanitarian sector managing multi-sectoral response can substitute for a master’s degree.
Knowledge Skills and Abilities
- Strong strategic, analytical and problem-solving skills, with ability to make sound judgment and decisions with limited or incomplete information and offer innovative solutions.
- Strong representation and relationship management abilities. Ability to relate to people at all levels internally and externally.
- Ability to work long hours in a fast-paced environment and juggle multiple priorities.
- Able to live in an environment where everyday comforts are not ready available.
- Ability to function well in a stressful environment, stay focused, and maintain sufficient work life balance with limited options for downtime activity.
- Proactive, resourceful, solutions-oriented and results-oriented
Preferred Qualifications
- Demonstrated ability to represent the organization at coordination meetings with donors, local government, UN, and other international NGOs.
- Experience with emergency proposals and strategy design. Familiarity with policies, procedures, and priorities of USAID, DFID and UN agencies preferred.
- Strong experience implementing market-based approaches in emergency programming
- Experience in building and motivating diverse and talented teams.
- Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information management systems.
- Candidates with GESI diversity is a plus, including gender (female, other); marginalized groups; persons with disability; and, origin from geographically marginalized location
- Strong understanding of the national disaster risk governance structure and global humanitarian architecture.
- Demonstrated experience influencing broader humanitarian and disaster risk management actors for collective action and effective disaster management, prior to, and after disasters.
- Prior experience of USG funded projects, including multi-activity and diverse stakeholder.
- An understanding and demonstrated commitment to the importance of diversity, equity, inclusion, and accessibility.
Required Languages - English Fluency required. Proficiency in Nepali is desirable
Travel - Must be willing and able to travel up to 30%.
