The DRR Specialist coordinates the Community Based Disaster Risk Reduction (CBDRR) project at the field level, ensuring compliance with donor guidelines and World Vision policies. Under the Project Manager's guidance, he/she liaise with Partner NGOs (PNGOs) and local governments, overseeing project implementation and reporting. He/she provide technical leadership in Disaster Risk Reduction and Management (DRRM), ensuring annual KPIs and targets are met. The role also involves promoting community-based disaster management to enhance the resilience of children, communities, and local officials against natural hazards. He/she is also responsible to promote community-based disaster management activities aiming to increase the resilience of children, communities, as well as local government officials to be better prepared for and able to respond to natural hazards.
Major Responsibilities
- Prepare detailed implementation plans and key milestones.
- Ensure smooth operation of the CBDRR project.
- Manage, monitor, and document performance of partner NGOs.
- Conduct quarterly project reviews, manage risks, and recommend changes.
- Ensure effective and efficient utilization of program resources.
- Provide technical leadership in DRRM.
- Ensure PNGOs have access to necessary information, tools, and resources.
- Support PNGOs to deliver project outcomes, including reaching the most vulnerable populations.
- Conduct periodic quality monitoring visits with the MEALS function.
- Ensure project activities are implemented according to DRRM legal provisions and in consultation with stakeholders.
- Develop and implement field capacity building plans.
- Train, mentor, and coach field staff and PNGOs.
- Lead the formation and capacity building of Local Disaster Management Committees (LDMCs), Community Disaster Management Committees (CDMCs), and Task Forces (TFs).
- Conduct workshops and simulations on specific hazards.
- Develop and implement DRRM policies, acts, and strategic action plans.
- Build and nurture relationships with government and non-government stakeholders.
- Represent the project in DRRM-related meetings and workshops.
- Coordinate with relevant stakeholders for the implementation of DRRM activities.
- Establish strong relationships with project-implemented municipalities and disaster management committees.
- Conduct in-field monitoring and supervision of DRRM activities.
- Prepare and review project reports (monthly, quarterly, annual).
- Ensure compliance with donor requirements and organizational standards.
- Collect and share evidence of DRRM-related good practices.
- Maintain databases and digital platforms for project information.
Requirements Include
Required Professional Experience
- Practical knowledge in local disaster risk management, including legal documents, Early Warning Systems, climate-resilient livelihoods, and disaster-resilient infrastructure.
- Experience in Community-Based Disaster Risk Management (CBDRM) projects.
- Understanding of development work and the nexus between disaster and livelihood in fragile contexts.
- Strong media relations and advocacy skills, especially with government stakeholders.
- Excellent interpersonal, networking, coordination, and organizational skills.
- Proficiency in oral and written communication in English and Nepali.
- Experience in preparing DRRM materials and tools.
- Expertise in training, facilitation, capacity building, and organizational development.
- Experience working with children and communities in Nepal
Required Education, training, license, registration and certification
- Master's degree in Disaster Risk Management, Environmental Science, or a related field, or substantial experience in DRR programs.
- Five years of professional experience in implementing CBDRM, DRRM, and disaster-resilient livelihood projects.
- Expertise in developing and operationalizing disaster management acts, policies, strategies, and guidelines.
- Familiarity with development theory, community-based disaster management, DRRM frameworks, Vulnerability and Capacity Assessment (VCA), and Participatory Disaster Risk Assessment (PDRA).
- Strong conceptual knowledge of Theories of Change (ToCs), logic models, resilience indicators, DRRM plans, data quality assurance, and data utilization in M&E.
- Experience working with all three tiers of government in Nepal, especially provincial and local governments.
- Strong interpersonal skills and ability to work cross-culturally with diverse teams.
- Knowledge of advocacy tools for mainstreaming DRRM into development plans.
- Strong verbal communication, presentation, and report writing skills in English.
- Knowledge of social security schemes, climate-resilient agriculture practices, and disaster-resilient community infrastructures.
Preferred Knowledge and Qualifications
- Five years of professional experience in implementing CBDRM, DRRM, and disaster-resilient livelihood project.
