Community Development and Environment Conservation Forum (CDECF) Nepal, the leading NGO based in Sindhupalchok district working in the various sectors i.e., Agriculture, WASH, Maternal and child health, Livelihood, Social Mobilization, Conflict Management, Human Right and Community Based Disaster Risk Management, Community Infrastructure for 26 years. Currently, CDECF Nepal is seeking qualified, result oriented and self-motivated Nepali citizens for the following work under its "Community Centric EWS for Reducing Risk of Hydro-Meterological Disaster in Nepal" supported by Practical Action. This project has focused to establish end-to end EWS which would help provide timely early warning information to those communities exposed to flood risks, and those living in landslides risk zone of Helambu Rural Municipality, Panchpokhari Rural Municipality and Melamchi Municipality of Sindhupalchok district.

Job Description of DRR Information Management Officer

Job Summary:

The DRR Information Management Officer is responsible for managing and uploading disaster risk reduction (DRR) and disaster-related information from municipalities to the BIPAD portal of the NDRRMA. Additionally, he/she provides coordination and quality monitoring support on web-related issues concerning DRR, disasters, and early warning systems (EWS). Furthermore, he/she is responsible for overseeing other DRR-related information management and knowledge generation activities when necessary. He/she will closely coordinate with relevant personnel to strengthen technical capacity, ensure DRR data accuracy, and enhance the municipalities' DRR information management capabilities.

Key Responsibilities:

1. BIPAD Portal Administration:

  • Support the assigned municipality in administering and operationalizing the municipal-level BIPAD portal.
  • Ensure the effective functioning of the portal to assist in disaster risk reduction, data management, and decision-making processes.
  • Work closely with municipal personnel to compile relevant DRR datasets (hazard, vulnerability, risk, and capacity data).
  • Standardize and integrate these datasets into the BIPAD portal for enhanced disaster management.

2. Capacity Building and Collaboration:

  • Collaborate with municipal IT officers and DRR focal personnel to facilitate day-to-day capacity transfer and training.
  • Build the technical capacity of municipal staff in managing and utilizing the BIPAD system and other DRR-related IT tools.

3. Reporting and Documentation:

  • Report on progress, challenges, and best practices related to the implementation of the BIPAD portal and DRR initiatives.
  • Document case studies and success stories for knowledge sharing and improvement of future activities.

4. Technical Support:

  • Provide troubleshooting and technical support to ensure smooth operation of IT systems related to disaster risk management.
  • Assist in implementing software updates, data backups, and security measures for the BIPAD portal.

Qualification:

  • Bachelor’s degree in information technology, Computer Science, Environmental Science, Disaster Management, or a related field.
  • Prior experience in disaster risk reduction, information management, or IT system administration.
  • Familiarity with GIS, data management systems, and disaster risk platforms (e.g., BIPAD) is an asset.
  • Strong technical skills in database management, data integration, and software troubleshooting.
  • Excellent communication skills and ability to work with diverse teams.
  • Strong analytical and problem-solving abilities.

Skills & Competencies:

  • Knowledge of disaster risk management principles and IT solutions for DRR.
  • Proficiency in GIS, data visualization, and data analysis software.
  • Ability to work collaboratively with municipal staff, IT officers, and DRR focal points.
  • Strong documentation and reporting skills.
  • Willingness to travel to project sites and provide on-site technical support as needed.
