CRS is an international NGO based in the United States that works in over 100 countries to promote human development by responding to major emergencies, fighting diseases, poverty, and nurturing peaceful and just societies. CRS started its operational presence in Nepal in response to the 2015 earthquake, providing immediate emergency response in multiple districts and earthquake recovery support. CRS Nepal has been coordinating the reconstruction through the leadership of the National Housing and Settlements Resilience Platform (NHSRP), formally known as Housing Recovery and Reconstruction Platform (HRRP) since March 2017 to provide technical and information management support to relevant national, provincial and local governments. Similarly, CRS expanded its programming to other disasters responses (Lamjung, Jajarkot) in country as well as other sectors, namely Livelihoods, DRR and Climate Change. CRS Nepal is also implementing a USAID-financed livelihood technical assistance program, Farmer to Farmer (F2F), in Bagmati, Lumbini, Karnali and Sudurpaschim Provinces.

CRS Nepal Invites applications from eligible and interested candidates for the following positions:

1. DRR and CCA Coordinator (1 position based in Banke):

You will provide technical backstopping support, coordinate, and monitor project activities and relationships directly working with partners and other project stakeholders to achieve the PREPARE project objectives advancing CRS work serving the poor and vulnerable. Your technical skills and knowledge of the program area will ensure that the CP delivers high-quality programming and continuously works towards improving the impact of this project.

Roles and Key Responsibilities:

  • Organize and lead the implementation of all assigned DRR related project activities (early warning/early action, anticipatory action, climate change adaptation and DRR) as outlined in the detailed implementation plan in line with CRS program quality principles and standards, donor requirements, and good practices.
  • Ensure learning properly accompanies DRR project activities throughout the project cycle. Support accountability through coordinating project evaluation activities and guiding partners in their efforts to reflect on project experiences. Analyze implementation challenges and report any inconsistencies and/or gaps to inform adjustments to plans and implementation schedules.
  • Coordinate and oversee working relationships with all local project stakeholders, district, provincial and national level disaster management bodies/committees and serve as the liaison between them and the project team to mobilize local actors and promote disaster risk reduction project activities and impact ensuring the target achievements and cross learning.
  • Supervise and perform ad-hoc inspections of various processes and resources at project sites to ensure timely DRR project activities implementation and adherence to established process standards and procedures. Ensure proper tracking of resource use for DRR project activities through periodic budget reviews and follow-up with and assistance to implementing partner.
  • Support and coordinate capacity building and technical support activities to ensure assigned DRR project activities are implemented per project guidelines and standards.
  • Coordinate provision of any logistical and administrative support to staff and partners.
  • Ensure project documentation for DRR activities is complete with all required documents and is filed per agency and donor requirements. Assist with preparation of trends analysis reports and documentation of case studies and promising practices.

Basic Qualifications

  • Bachelor's Degree required. Master’s degree in environmental science/development studies or in the field of Engineering would be a plus.
  • Minimum of 4 years of work experience in the field of Climate/Disaster Risk Reduction, preferably in I/NGO, required. Additional experience may substitute for some education.
  • Experience working with stakeholders at various levels and strengthening community partnerships.
  • Experience analyzing data and contributing to evaluation reports.

Preferred Qualifications

  • Project management experience in integrated disaster recovery and Government Capacity Building Programming is highly desirable.
  • Experience in using ICT tools and GIS for analyses and communication is a plus.
  • Staff supervision experience is plus.
  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information management systems.
  • Candidates with GESI diversity is a plus, including gender (female, other); marginalized groups; persons with disability; and origin from geographic marginalized location
  • Local expertise w/ permanent address in project district and local language competency is a plus (excluding KTM Valley)

2. Administrative and Finance Team Lead (1 position based in Banke):

This position manage the provision of responsive, effective, and efficient administrative services and coordinate functions in the following operations areas –Finance, Procurement for programming, Administration and/ Fleet. In coordination and collaboration with the CRS Nepal Operations Manager and the PREPARE Project Manager, You will promote and ensure stewardship of resources and a high-quality service approach are integrated into administrative systems, policies, and procedures.

Roles and Key Responsibilities:

  • Plan, coordinate, monitor and report on activities and required resources to ensure cost efficient and quality service delivery from administrative support functions. Anticipate delivery challenges to ensure service continuity.
  • Collaborate with programming leads to ensure appropriate project expenditures in line with financial plans and proper stewardship of material sources.
  • Contribute to PREPARE team in efficient decision making and planning and contribute for smooth, economic, efficient and effective Operations.
  • Coordinate operations functions in addition to the administration function to ensure support services are delivered with high-quality in an efficient manner. Help address challenges that affect the proper stewardship and optimal utilization of program assets and resources.
  • Effectively manage PREPARE administrative talent and supervise. Manage team dynamics and staff well-being. Provide coaching, tailor individual development plans, and complete performance management for direct reports. Monitor and assess performance to ensure capacity for successful support of high-quality programming.
  • Coordinate CRS and partner compliance with agency and donor requirements and local laws and regulations through periodic systems checks, review and assessment of operations policies and procedures. Coordinate response to issues that emerge from internal and external audits as well as GoN
  • Identify, assess and strengthen partnerships relevant to Operations, applying appropriate application of partnership concepts, tools and approaches.
  • Review, validate and file supporting documentation of financial transactions to ensure all required documents are accurate and complete.
  • Help to ensure maintenance of all data required for processing financial transactions for assigned accounts in Insight financial accounting package.
  • Record delegated financial transactions, following appropriate authorizations. Review various accounts to detect irregularities.
  • Help share information with subrecipients and staff on financial policies and procedural compliance issues.
  • Monitor disbursement/receipt schedules, alert relevant staff of due payments/liquidations, and maintain appropriate communication with PREPARE office and CRS country office, follow-up to facilitate timeliness of financial resource management.
  • Help ensure administrative systems, processes, and policies are in line with agency standards and donor and local law regulations.
  • Engage with relevant external stakeholders (government officials, landlords, service providers, etc.) on assigned administrative matters and help ensure required authorizations and documents are up to date.

Basic Qualifications and Experience

  • Bachelor’s degree in business administration, Finance, Accounting, or other relevant field is required. 
  • Minimum of 3 years work experience in finance, human resources, logistics, or administration officer level position with progressive responsibilities is required.
  • Experience working with partners and capacity strengthening.
  • Understanding of financial systems, including budgeting and budget/expense analysis experience is required.
  • Proficient in MS Office package (Excel, Word, PowerPoint, Visio), Web Conferencing Applications, and information and budget management systems is required.

Preferred Qualification

  • Master’s degree would be a plus.
  • Experience with an I/NGO preferred.
  • Staff management experience and abilities that are conducive to a learning environment a plus.
