Purpose of the position:
The DMERL Officer will work in the IFRC/American Red Cross (AmRC) Nepal Delegation based in Kathmandu with frequent field visit or extended period of stay at field in the districts of Sudurpaschim Province. The AmRC has a longstanding partnership with the Nepal Red Cross Society (NRCS) and worked closely with them for several years in delivery of disaster risk reduction, climate action and several disaster response and recovery programs including 2015 Nepal earthquake. The DMERL Officer will report to the Country Representative.
Job purpose
The DMERL Officer is responsible for strengthening monitoring, evaluation and learning systems of the existing and new project of NRCS supported by the American Red Cross. The DMERL officer will support the NRCS in building robust M&E systems, implementing the NRCS M&E system and strengthening their capacity in planning, monitoring, data readiness, information management and reporting.
Job duties and responsibilities
DMERL Officer’s Key Responsibilities:
- Support in operationalization of current M&E plan of American Red Cross supported projects and other assigned Programs.
- Strengthen the NRCS M&E system and use of the system and tools for compilation, analysis, storage, and retrieval of data and knowledge for project management.
- Actively encourage application of lessons learned through project/program to improve future Program selection, design, and implementation ensuring community engagement and accountability (CEA) and its replication.
- Facilitate training and experience sharing, where possible and appropriate, for the staff of the NRCS, local staff members and others linked to Programs.
- Work closely with AmRC DMERL team, Country program team and NRCS to document and promote good practices, knowledge management.
- Contribute in collection and analysis of data required for review of Strategic Partnership Plan (SPP) ultimately.
Monitoring and Evaluation:
- Support in effective implementation and management of monitoring, evaluation and learning systems at Nepal Delegation.
- In coordination with the program team, facilitate quarterly meetings and program reviews
- Contribute to the operationalization of NRCS monitoring and evaluation and data systems management capacity, procedures, tools, associated methodologies and key documents to ensure standardization in evaluation and reporting practices.
- In collaboration with NRCS PMER Unit, provide technical guidance to NRCS Program staff and volunteers in incorporating appropriate PMER systems into projects/Programs based on needs, AmRC and donor requirements, resources and capacities.
- Regular field visits to projects sites with NRCS counterparts and provide structured feedback in a way that can improve data collection/analysis and project monitoring.
- In coordination with the Program team, provide support developing project concept notes, methodology and tools for baseline, end line, mid-term review, including reporting tools and templates for the supported projects.
- Assist the Program team on the production of high quality quarterly and annual reports as well as project proposals following AmRC and donor templates.
- Ensure updating reports, indicators, targets/actuals, risk, and issues in ECOS or any other software to meet partners compliance.
- Develop Terms of Reference (ToR) for evaluations, external consultant support and other resources required for the implementation and monitoring & evaluation of the projects jointly with the Program team.
- Support the Country Representative to fulfil all the AmRC reporting requirements for quarterly and monthly portfolio monitoring calls and other reviews, as well for other partners.
Capacity Building and Data Management
- Strengthen the capacity of NRCS staff in planning, M&E, management information system, data collection, analysis, visualization, quality assurance and reporting.
- Support NRCS to develop and facilitate PMER-IM and CEA capacity building on data readiness at different levels.
- Strengthen NRCS M&E and data systems management, procedures, tools, associated methodologies and key documents to ensure standardization in evaluation and reporting practices.
- Support NRCS on operationalizing community engagement and accountability framework.
- Support NRCS’s staff on monthly and quarterly reports and indicator tracking tables.
- Coordinate and ensure timely data collection and data analysis infographics for utilisation in donor reports and for internal and external consumption.
- In coordination with the Program team, provide technical input on the proposal writings including drafting of theory of change/log frame, outlining M&E plan and reporting structures.
- Support the NRCS M&E team in generating maps, infographics, and other visual representations, as necessary.
- Provide basic and advance Monitoring Evaluation and Community Engagement and Accountability (CEA) training to NRCS staff and Program team as required
- Plan and facilitate M&E related sessions in different forums and events organized by NRCS as requested
Documentation and Learning
- Routinely perform quality control checks of PMER-related work, the recording and reporting of progress and performance of the operation compared to targets.
- Contribute to the knowledge management, production of materials such as presentations, annual reports, case studies, training materials, positions papers.
- Support processes to promote learning and knowledge sharing between NRCS and AmRC country office work with the Asia Pacific Design, Monitoring, Evaluation, Research & Learning (DMERL team to ensure that Programs adhere to the AmRC DMERL frameworks and the ISD framework for evaluations.
- Ensure to support in developing a quality progress report to back donors in agreed formats.
- Contribute to synergise in projects, DMERL and share learning across projects with other PNSs.
