Overview:

The Partnerships and Quality Country Lead provides vision, leadership, and direction to ensure the strategic, programmatic, technical, and financial integrity of Jhpiego’s programs in Nepal. This includes guiding the strategic planning, design, quality, and implementation for country programs and achieving the planned results.

Duties and Responsibilities:

Provide leadership and strategic direction to ensure programmatic, technical, and financial integrity of the program and to achieve project goals, objectives and targets.

Program and Technical Excellence of Existing Programs (50%)

  • Provide technical oversight, management and strategic direction for programs in MNCH/FP/immunization/HSS
  • Establish and implement a system to ensure technical quality of project activities
  • Develop and/or update evidence-based training materials, standards, job aids, and curricula, supervisory systems needed for implementation of the Project to meet the needs of the donor and the Government of Nepal
  • Provide technical assistance for conducting site assessments and strengthening referral systems, in-service and/or pre-service education, and supportive supervision
  • Coordinate advocacy, demand generation, and policy support, across project sites as required 
  • Actively participate in relevant technical advisory/working groups and professional forums representing Jhpiego
  • Work with health care providers, local authorities, community members and project team members to identify service delivery issues that impede access to care and uptake of services
  • Identify and implement appropriate facility- and community-based strategies to address service delivery gaps
  • Work with M&E staff to design, implement a plan to track data/results to inform adjustments in project implementation
  • Collaborate with all local stakeholders and implementing partners, especially the Ministry of Health and other US and international implementing partners, to ensure that all activities conform to the requirements and regulations
  • Document successes, lessons learned and challenges in implementation as well as reports of project activities and results to the project and donor, including routine quarterly and annual reports and other reporting requirements as requested
  • Document and maintain an inventory of successful tools and approaches
  • Maintain excellent relationships with USAID and in-country stakeholders and develop rapid responses
  • Provide technical leadership to the development the project strategic plan, work plan, and project monitoring, in close collaboration with FWD, USAID, and other stakeholders to ensure timely implementation and compliance to the requirements and regulations of the award
  • Ensure that the projects are technically sound, evidence-based and responsive to the needs of the country and donors. 
  • Provide programmatic and/or technical leadership in the design, analysis, and synthesis of interventions
  • Oversee workplan development, and ensure quality deliverables are submitted to the donor.
  • Lead formulation and delivery of innovative evidence based approaches to be responsive to challenges. 
  • Represent Jhpiego’s interests and present progress, achievements and lessons learned to donors and other key stakeholders in public and professional circles through meetings, conferences, and presentations

Strategy/Business Development/Strategic Partnerships (30%)

  • Proactively identify funding opportunities for Jhpiego Nepal that align with broader country development goals and Jhpiego’s mission. 
  • Develop and write strategic concept notes based on potential and existing funding opportunities. 
  • Serve as design lead for larger complex opportunities; including identifying key strategic partnerships for opportunities
  • Proactively meet with funders- government, public and private to generate new business.  
  • Represent Jhpiego’s business development interests at relevant meetings, events and within donor-specific networks
  • Oversee pre-solicitation proposal preparations and bid planning including teaming, bid strategy, development of win themes, contribute to technical design and capacity statements.
  • Identify relevant organizations to partner with, including public, private sector and local implementing partners
  • In coordination with Jhpiego’s Baltimore-based and hub offices, develop and roll out partnership strategy including management tools, guidelines, and other resources as needed to effectively manage partnerships
  • Generate new business and lead opportunities for the organization. 

Management and Compliance (20%)

  • Mentor, support, supervise and manage a team of highly qualified staff and align their efforts to ensure rapid and sustainable results
  • Take concrete steps to create or promote a safe, respectful and harassment-free work environment
  • Ensure compliance with Jhpiego’s policies, procedures and practices and adherence to country requirements. 
  • Promote and support staff understanding of and compliance with Jhpiego, JHU, and donors' operational policies and regulations, and local laws.
  • Work in close collaboration with Jhpiego Home Office staff to drive efficient and compliant program operations
  • Work with finance and program staff to develop and track project budgets.Review and sign off on financial reports, ensuring financial integrity of submitted data. 
  • Review and approve expenditures for all active projects and certify costs are reasonable, relevant and allowable, and ensure process follows delegation of authority. 

Required Qualifications and Abilities:

  • Advanced degree in management, public health, public administration, business administration or related degree
  • Clinical experience preferred
  • 9- 10 years of progressively responsible international public health management experience including design, implementation, monitoring, evaluation, reporting, and financial management
  • Demonstrated experience providing technical guidance and direction to large scale MNCH, FP, HSS programs. Demonstrated ability in writing new proposals and generating new business for the organization
  • Demonstrated ability to manage large USG-supported public health projects and budgets
  • Experience developing successful, replicable and sustainable projects 
  • Proven leadership skills and expertise in strategic program planning, business development, strategic partnerships, implementation and management
  • Ability to build capacity and collaboration between governmental and non-governmental partners and other project implementers
  • Experience building the capacity of local organizations to implement project activities
  • Understanding of USG and other donor’s regulations and compliance, reporting requirements, and health strategic framework
  • Ability to communicate effectively, instilling trust and confidence
  • Excellent interpersonal and written and oral presentation skills
  • Ability to work in a complex environment charged with multiple tasks, short deadlines and intense pressure to perform
  • Capacity for analyzing technical problems and issues that impede efforts to provide improved health care to populations
  • A team player accustomed to building team capacity, delegating working teams, and developing communities of learning among host country partners and counterparts
  • Demonstrated experience working well with teams and supporting teams to be successful
  • Fluent in written and spoken English
