Deloitte is seeking a qualified candidate to lead Objective 1 (Identify, Develop, Implement, and Scale Up integrated e-Services) as key personnel. The purpose of the four-year USAID Nepal e-Governance Activity is to strengthen the e-Governance ecosystem of Nepal for equitable, accessible and quality service delivery to citizens. The Activity has the following three objectives:
- Objective 1: Identify, Develop, Implement, and Scale Up integrated e-Services
- Objective 2: Skill building to GoN and private sector stakeholders to design, operate and maintain data platforms and e-Services
- Objective 3: Enhance accessibility of e-Services in targeted locations
We are seeking a highly experienced candidate with a strong background in eServices, IT, data management, digital literacy, service delivery, training, capacity building, and citizen engagement, particularly within the context of international development projects funded by USAID. Ideal candidates will have demonstrated expertise in coordinating and executing complex projects, with a proven track record of working effectively with diverse stakeholders. They should possess excellent organizational and communication skills, be adept at navigating cultural nuances, and have a deep understanding of the technical and logistical requirements necessary to support successful project outcomes.
More specifically, the consultant will lead the development of a data inventory and service mapping activities to gain a bird's-eye view of the data and services under the proposed eService, including exploring relationships with other data-related agencies to interlink or exchange such information. The manager will be responsible at clearly articulating specific eServices aimed at delivering governance functions to users. Additionally, they will lead coordination with the World Bank and seek complementarity with this e-governance activity's user-centric service approach. The manager will also drive piloting the eService(s) and potentially compliance, cybersecurity-related testing, beta testing, and implementation.
The Manager will have responsibilities including but not limited to:
- Develop specific policies and regulations in coordination with other development partners and the GoN if gaps are found in the establishment of the overall e-Governance framework.
- Develop a limited number of high-impact interoperable G2B or G2C eServices with horizontal or vertical integration.
- Provide technical expertise to the GoN (at the appropriate level of government) in developing business processes with clear governance structures and procedures for implementation of e-Services.
- Establish interoperability standards (in coordination with the World Bank) to ensure seamless interaction between different e-governance systems.
- Create and implement comprehensive mechanisms for enforcing digital rights policies, data encryption standards, and privacy considerations including avenues for addressing violations and infringements.
- Emphasize inclusive language accessibility such as providing content in multiple official languages to cater to diverse linguistic populations.
Qualified candidates will have the following minimum requirements:
- Bachelor’s Degree and a minimum of five (5) years of relevant work experience supporting complex government/donor funded projects; experience working on USAID projects highly preferred. Advanced academic degrees in relevant fields are highly desirable.
- Demonstrated technical knowledge and expertise in at least one of the areas listed above.
- Strong written and verbal communication skills in English, along with superb attention to detail and organizational skills.
