USAID Agricultural Inputs is a new five-year USAID-funded Feed the Future (FTF) activity in Nepal. The aim of USAID Agricultural Inputs is to increase the availability, accessibility, and use of agricultural inputs and technology to improve Nepal’s agricultural productivity. The activity is implemented by Winrock International in collaboration with five organizations: Center for Environmental and Agricultural Policy, Research, Extension and Development (CEAPRED), MarketShare Associates (MSA), Pathway Technology, Fertilizer Association Nepal (FAN), and Vikara Institute.
USAID Agricultural Inputs will enable lead firms, agrovets, input suppliers, local machinery service providers, and Government of Nepal (GON) change agents and farmers to increase productivity, input supply chain efficiency, market system competitiveness, and strengthen the enabling environment in a way that equitably addresses the needs of women, youth, and members of marginalized groups. USAID Agricultural Inputs will benefit 200,000 farmers in the USAID Feed the Future (FTF) zone of influence.
POSITION DESCRIPTION:
The Database and GIS Manager will collaborate with the Monitoring, Evaluation and Learning Manager, Chief of Party, DCOP, Senior MEL Director, technical experts, USAID, and project partners to develop a spatial database for the purpose of creating project maps for activity design, implementation, and reporting to the donor and other audiences.
ESSENTIAL RESPONSIBILITIES:
Geographical Information System (GIS) Activities
- Develop parameters of GIS mapping with USAID. This may include defining data points (farmer households, markets, agribusinesses, and local service providers (LSP) locations and range, nurseries, input suppliers, water systems, etc.) and identifying the reports (maps) required.
- Develop spatial reference database and map for physical infrastructure and project specific activities and groups.
- Develop district/municipality-wise and inter component-wise mapping.
- Collect existing GIS data layers for the project’s use, identify sources of relevant data and oversee the creation of a central data management system that is accessible to relevant project stakeholders.
- Develop a plan for collecting data which defines who collects data, what they will collect, and how it will be collected. This will be tied to a timeline and include steps to collect data layers.
- Assist technical team to utilize GIS in the design and implementation of activities.
- Prepare and produce resource maps of structures and project specific information in original base maps and in updated digital maps of settlements, interventions, and major landmarks.
- Train field staff to use GPS devices and data collection process and define what each staff will be responsible for collecting.
Monitoring, Evaluation and Documentation Activities
- Gather data from the field, validate and maintain performance indicator tracking table (PITT) to report in Development Information Solution (DIS).
- Ensure quality of data and prepare for Data Quality Assessment to USAID.
- Produce a comprehensive overview of program achievements on a monthly/quarterly basis, disaggregated by programmatic area.
- Support with GIS data in documentation of the case study, FGD, impact survey result.
- Develop annual work plan with log frame in consultation with technical team that includes Program Manager, Field Projects Managers and other Unit Heads.
- Work with GESI Director to conduct gender and group-disaggregated mapping exercises and conduct analysis in support of GESI intervention design and implementation.
- Support for effective implementation of program/project activities in the field.
- Monitor and provide timely feedback to the supervisor on the programs/projects for strategic directions.

QUALIFICATIONS AND REQURIEMENTS:
Education: A minimum of a Bachelor’s and preferably a Master’s degree in the natural or social sciences or similar field.
Experience:
- Minimum of 6 years of experience in development of spatial databases for agriculture or community development assistance programs in Nepal.
- Must work well in a team and have strong communication skills (verbal, written).
- Must have good creative analytical skills and the ability to work in a multicultural, post-conflict environment.
- Computer/IT/GIS: Candidate must be expert in Arc GIS (10) fully able to work with MS Access, MS Office - Word, PowerPoint and Excel. They must also be able to do highly skilled in all aspects of database management.
Language: Fluent Nepali and English required.
Other: This position is only for candidates holding Nepali Citizenship.
