Terms of Reference (TOR) for Five Years Strategic Plan Development. 

1. Background

Women Association for Marginalized Women (WAM) is a respected and impactful local non-governmental organization located in Birendranagar-7, Surkhet. WAM was a funded in 2054 (1997) and run by women working towards the dignity, empowerment, and self-reliance of women. 

It is a non-profitable NGO which works to reduce the gap between men and women on social, economic and cultural aspect for promoting the equitable society. It helps the women to empower themselves conducting the awareness activities related to traditional beliefs, violence against women, gender and social discriminations and social exclusion. 

WAM work towards mobilization of local resource and control this as a main strategy for empowering them. WAM also believes that establishing good working relationship with various stakeholders such as government, non-government and international agency is crucial for achieving the goal of an equitable society.

2. Overview: 

WAM as a women's right based organization. Various programs are conducted especially for the women empowerment and social inclusion. WAM has several policies and strategy plan formulated in different time periods. The Oxfam Nepal funded by Partner's Investment fund (PIF) project is helping to create and update the five-year strategic plan and various policies. According to the agreement between the organization and Oxfam Nepal, we are doing this work with the aim of increasing the capacity of the organization.

The organization has already made a five-year strategic plan in  2069 BS. However, since this is a very old strategic plan, the organization is trying to develop a new one. WAM is seeking an experienced and qualified consultancy firm or professional to lead the development of a comprehensive strategic plan.

3. Scope of Work

The selected consultancy firm or professional following the key tasks:

  • Review of existing strategic plan and other relevant documents to understand the internal context of organization
  • Conduct interview/consultation meetings with inter and external stakeholders. 
  • Conduct an in-depth assessment of WAM is a current internal and external landscape, analyzing strengths, weaknesses, opportunities, and threats (SWOT)/PESTLE analysis (as a part of workshop for strategic plan) 
  • Comprehensive strategic plan incorporated organization vision, mission, values, goals, objectives, thematic areas (with description), pathways to achieve the goals and objectives which guides effective project design and  implementation with standard norms and values.
  • The strategic plan needs to include organizational governance and management system, program management strategies, fundraising strategies and organizational sustainability. 
  • Facilitate strategic planning workshops involving key stakeholders from WAM's senior staff, board members, general members, beneficiaries, and partners to define strategic priorities, goals, and objectives. The develop and updated actionable Strategic Plan that outlines strategies, initiatives, timelines, performance indicators, and responsible parties.
  • Provide tailored capacity-building sessions to WAM is internal team, equipping them with the knowledge and skills needed for effective implementation of the Strategic Plan. 
  • The five-year strategic plan should be prepared in English language.

4. Deliver

  • Outline of strategic plan
  • Draft report
  • final strategic plan document.

5. Qualifications and Requirements:

Interested consultancy firms or professionals must have the following qualifications:

  • At least Master's in organization management, social science or any other relevant subjects.
  • Solid experience of developing strategic plan of NGO (at least 2 NGOs) .
  • Experience of working in organization development of NGOs.
  • English language should be good.
  • Understanding  of local context of Karnali province, government policies and priorities.
  • Understanding of Gender and Social Inclusion and women's right issues.   
  • One should have potentiality in conducting comprehensive assessments, facilitating participatory workshops, and producing high-quality strategic documents.
  • Deep understanding of local culture, challenges, and opportunities that inform strategic decision-making.
  • Firm's registration certificate, current tax clearance, VAT/PAN certificate should be attached with the application.

6. Tentative days required and timeline 

  • Preparation and desk review – 3 days  
  • Consultation meeting – 2 days  
  • Workshop – 3 days 
  • Write up / draft – 3 days 
  • Presentation of draft – 0.5 day
  • Finalization of strategic plan – 2 days 

7. Application Process

Interested parties who meet the criteria are requested to submit their proposals, containing the following components:

  • A cover letters their understanding of the project's scope and objectives.
  • A detailed methodology and approach for conducting the strategic planning process.
  • Comprehensive documentation of relevant experience and successful projects, including beneficiaries’ references.
  • Cost proposal with detailed budget breakdown: consultancy fees, Transportation, Accommodation and Meal

8. Submission Deadline:

All proposals must be submitted email to vacancy.wam4@gmail.com or WAM Head office Birendranagar-7 Itram Surkhet, no later than 10 October 2023. (5 PM Nepal time).

9. Selection Process:

Submitted proposals will be evaluated based on the criteria outlined in the announcement. Shortlisted candidates will be invited to present their proposals in an interview or presentation to further discuss their approaches and address any questions. The organization will select the financial and technical proposal submitted by the applicant according to its procurement rules.
