Consultant – Gender Equality, Disability, and Social Inclusion (GEDSI) Audit

1. Background and Context

Center for Dalit Women Nepal (CDWN) is a national non-governmental organization, dedicated to empowering Dalit and marginalized community to claim their rights, develop economically and live in dignity. Dalit women activists and parliamentarians founded the organization in March 2016, governed by an independent Board of professional Dalit women activists and parliamentarians from different regions of Nepal and different political parties. CDWN is based in Kathmandu Nepal but works across Nepal. CDWNs projects are tailored to meet the needs of women and marginalized community. Every project has as its goal of elimination of all forms of discrimination.

CDWN is seeking a qualified consultant to conduct a Gender Equality, Disability, and Social Inclusion (GEDSI) audit in four municipalities: Tikapur, Birendranagar, Tansen, and Waling. This audit aims to assess the effectiveness of GEDSI policies, budget allocation, and implementation at the municipal level to identify gaps and recommend strategies for strengthening inclusive governance.

2. Scope of Work

The consultant will be responsible for:

  • Conducting a comprehensive review of existing GEDSI policies, programs, and budgets in the four municipalities.
  • Engaging with local government officials, elected representatives, civil society organizations, and community members to gather qualitative and quantitative data.
  • Analyzing the effectiveness of GEDSI implementation and identifying gaps and challenges.
  • Developing an evidence-based GEDSI audit report with actionable recommendations for each municipality.
  • Presenting findings and recommendations to municipal authorities and key stakeholders.

3. Deliverables

  • Inception report with methodology and work plan.
  • Draft GEDSI audit report for review.
  • Final GEDSI audit report incorporating feedback from stakeholders.
  • Presentation of findings and recommendations to municipal authorities and relevant stakeholders.

4. Qualifications:

  • Master’s degree in Gender Studies, Social Sciences, Development Studies, Public Administration, or a related field.
  • At least five years of experience in gender analysis, social inclusion, or governance-related research.
  • Proven experience conducting GEDSI audits, assessments, or evaluations, preferably at the municipal or local government level.
  • Strong understanding of Nepal’s governance structures and policies related to gender equality and social inclusion.
  • Experience working with marginalized communities, including Dalits, women, and persons with disabilities.
  • Excellent research, analytical, and report-writing skills.
  • Proficiency in Nepali and English; knowledge of local languages is an advantage.

5. Duration of the assignment

The duration of the consultancy assignment will be 20 working days (5 days for each municipality) within the time frame of a month commencing from the date of contract signing.
