Context:

Project Context and Scope

IOM’s global work on Disaster Risk Reduction contributes to States’ efforts to implement the Sendai Framework for Disaster Risk Reduction 2015-2030. Working closely with government counterparts at national and sub-national levels, these programmes integrate mobility in efforts to reduce disaster risk and strengthen resilience. Paying particular attention to at-risk communities, migrants, including displaced populations, and other vulnerable mobile groups, IOM aims to prevent or reduce disaster displacement through support to disaster prevention and preparedness, as well as through strengthening resilience by incorporating “build back better”-measures in recovery and reconstruction. Related efforts include the engagement of migrant communities in efforts to improve their participation in DRR planning and recovery efforts. IOM Nepal under its MECR unit focuses to broaden and deepen its long-standing and wide-ranging partnership with Government of Nepal, and to become a key policy and operational partner to the Government for providing solutions for all aspects of human mobility and displacement. In addition, IOM complements to the Government of Nepal’s efforts towards achieving the Sustainable Development Goals and the Sendai Framework for Disaster Risk Reduction 2015-2030 and to the broader goal of building a resilient nation and in the context of changing climate through different projects under MECR.

Currently, MECR unit is implementing Joint Recovery Action Plan (JRAP) a joint Programme of the United Nations agencies in Nepal to support long term recovery and reconstruction of 2023 earthquake affected communities in Karnali Province.  The shelter component of JRAP is being supported by IOM Nepal. The shelter-related interventions planned through this project will enable communities to access shelter assistance packages and provide socio-technical support to households rebuilding their homes. The project will empower the affected and vulnerable populations to become agents of recovery in rebuilding their homes and communities and reduce future risks. Likewise, ongoing ‘Strengthening Institutional Knowledge & Capacity of Provincial and Local Governments to Embark on Disaster Risk Management Actions and Implementation’ - SIKAI project builds on the learnings and experiences of past project on Disaster Risk Reduction and Management. SIKAI aims to facilitate and continue small changes on DRRM issues at the provincial level and local level and document good practices for scaling and replicating similar approaches in other provinces. Both, the projects require close coordination at all four spheres of the government on disaster management. Additionally, provincial and local governments expect technical expertise on formulation and regulations of different policies pertaining to disaster management. In this scenario, the proposed consultant as senior DRM governance and policy expert will provide technical backstopping to all four spheres of the government for effective implementation of the national, provincial and local legislation in terms of disaster management. S/he will be responsible for mainly contributing to the following outputs of the projects under MECR.

Output 1: Affected communities have increased capacity and awareness on building back better techniques through the provision of socio-technical support.

Output 2: An accountable, transparent and two-way communication channel on recovery and reconstruction for the affected communities is established and/ or strengthened.

Output 3: Policy and Planning Commissions as well as Emergency Operation Centres (EOCs) of Sudurpashchim and Karnali Provinces demonstrate enhanced capacity for inclusive and responsive DRM.

Output 4: Selected local governments (Mahabu Rural Municipality, Beldandi Rural Municipality, Sanfebagar Municipality & Gurbakot municipality) implement DRRM action plan.

Core functions / Responsibilities:

Tasks to be performed under this contract

  • Work in close coordination with the Federal Government, Provincial Governments (selected two provinces) and also with the 17 selected local governments to provide key technical inputs and contribute towards the strengthening of DRRM frameworks. 
  • Support and provide technical inputs in reviewing, drafting and finalizing DRRM legislative and policy documents, strategies and guidelines at the Local and Provincial level
  • Support and provide technical inputs in finalizing research reports and lessons learned documents on DRRM.  
  • Facilitate consultations for drafting/revising of Acts, bylaws, Strategic action plans and guidelines of 17 local governments as required. 
  • Engage with Provincial Planning Commissions of Karnali and Sudurpaschim Provinces in mainstreaming of DRRM issues in Provincial Development Plans. 
  • Facilitate meetings and consultations with Provincial Inter-ministerial technical working group and solicit recommendations and feedback. 
  • Facilitate inter-provincial learning and sharing visits. 
  • Facilitate sensitization workshops on, DRR budget allocation, disaster displacement and resilient reconstruction and recovery. 
  • Establish and maintain close and positive links with the relevant federal, provincial, district and local government stakeholders and support to strengthen coordination among for effective DRRM. 
  • Provide technical suggestions to the project’s media team on the approach and modality of media advocacy and awareness at Federal, Provincial, Local and Community level.

Performance indicators for the evaluation of results:

a) Submission of monthly report highlighting key outputs with data disaggregation.

b) Final report at the end May 2025.

Required Qualifications and Experience

Education/ Experience/Skills

  • Doctorate degree preferably in Disaster Risk Reduction and Management, or master’s degree in development studies, or Public Policy from an accredited academic institution.
  • At least 15 years’ experience of working with High Level Government officials, Parliamentarians, Ministries, Provincial and Local Governments of Nepal in the sector of DRRM.
  • Excellent understanding of federalization in Nepal and in-depth knowledge of Provincial and Municipal level Government structures. 
  • Knowledge on DRRM situation in Nepal and its integration in the federal structure.
  • Proven experience of working in DRRM policy documents like DRRM laws, bylaws, strategies and guidelines at Federal and Provincial level. 
  • Excellent facilitation skills, along with ability to liaise with Federal and Provincial Ministries/other Government institutions, partners and international experts. 
  • Excellent ability to liaise with Provincial Government mainly with Chief Minister's office and Ministry for Internal Affairs and Law.
  • Proven knowledge on the roles, responsibilities and gaps between the different levels of DRRM governing bodies in Nepal with ideas to avoid duplication of activities at the Provincial and Local level. 
  • Effective communication and collaboration abilities, with the capability to engage with diverse stakeholders, including government representatives and project partners.
  • Familiarity with IOM procedures and experience with similar projects is advantageous
  • Any other responsibilities assigned by the Head of MECR Unit.

Languages

  • Fluency of English and Nepali is required (Verbal and written)
  • Working knowledge of any other local language is an advantage.
