Context:

Project context and Scope

From September 26 to 28, 2024, Nepal experienced unusually intense late monsoon rainfall, triggering widespread landslides and flooding across the country. By October 03, 236 people had lost their lives, 173 were injured, and 19 remained missing, while 17,120 individuals had been rescued (UN RC Nepal, 7 Oct 2024). IOM, in its effort to assist severely affected 6 local levels in their recovery efforts, will second an Information Management Consultant to provide support.

Under the overall supervision of the Chief of Mission, and the direct supervision of the National Programme Officer - MECR unit, the successful candidate will be responsible for closely working with local government and with the federal government. Likewise, the consultant will provide his/her expertise to local governments in either Koshi or Bagmati Provinces through information management services for key decision-making, including data collection, collation, and information dissemination.

Core functions / Responsibilities:

Tasks to be performed under this contract;

Under the direct supervision of the Head of Migration, Environment, Climate Change, and Risk Reduction, the consultant will perform the following duties:

  1. Design and deliver knowledge management services to support key decision-making, including overseeing data collection, collation, and dissemination of critical information.
  2. Prepare SITREPS and other technical documents, ensuring timely, effective coordination and distribution of knowledge and resources.
  3. Manage, maintain, and enhance databases to ensure resources are consistently up-to-date, accurate, and comparable, facilitating easy access to relevant information.
  4. Oversee the development and continuous improvement of data collection and monitoring tools, ensuring accurate tracking of activities implemented by government and non-governmental organizations.
  5. Lead the organization, design, and execution of data analysis for location-specific datasets, ensuring comprehensive insights for decision-makers.
  6. Facilitate collaboration between the IOM MECR team and the National Housing and Settlements Resilience Platform (NHSRP) team at the provincial and federal level, advancing humanitarian knowledge exchange and the development of relevant databases.
  7. Lead the development of interactive reports and visual representations of datasets, ensuring data is validated, prepared, and optimized for effective visualization and decision-making.
  8. Provide support to government counterparts at the local level for knowledge management, data collection, and analysis, ensuring alignment with broader information management objectives.
  9. Support capacity-building efforts, delivering hands-on training to government counterparts on knowledge management, data analysis, and information management techniques.

Note: 

  • It is mandatory for the Information Management Consultants to participate in an introductory training provided in Kathmandu to become familiar with the required tools, processes, and standards for effective data collection, entry, and coordination. After completing this training, they will be assigned to local levels to carry out their responsibilities.
  • The candidate from the affected local level will be given a priority.

Performance indicators for the evaluation of results:

  • Compile accurate and comprehensive data sets of affected households, including damage assessments and family details, ensuring all necessary information is collected and verified.
  • Review, organize, and file documents from affected households according to established protocols, ensuring proper documentation.
  • Perform data entry tasks with precision, ensuring information entered into the database or system is accurate, complete, and consistent.
  • Ensure smooth coordination with IOM MECR team and the National Housing and Settlements Resilience Platform (NHSRP) by aligning data entry processes with national guidelines and maintaining effective communication between local and national levels.
  • Successfully complete the mandatory NHSRP training and apply the learned tools, processes, and standards for data collection and management at the local level.
  • Complete any other related tasks assigned by the supervisor, contributing to the overall efficiency of the disaster response and recovery operations.

Required Qualifications and Experience

Education/ Experience/Skills

  • Bachelor’s degree with one-year experience preferably in information management.
  • Demonstrated interest and/or experience in comprehensive data management.
  • Experience of working with Local Governments of Nepal in the sector of DRRM is preferred.
  • Facilitation skills, along with ability to liaise with Government institutions and partners.
  • Effective communication and collaboration abilities, with the capability to engage with diverse stakeholders, including government representatives and project partners.

Travel required

To various locations of the affected Local Level.

Languages

Fluency of English and Nepali is required (Verbal and Written). Working knowledge of any other local language is an advantage.
