Context:

Project context and Scope

The Migration and Development Department of IOM Nepal collaborates closely with the Government of Nepal to implement various projects aimed at enhancing capacities in migration management and governance. These initiatives focus on evidence-based policy and program planning, aligned with the country's National Plan, annual plans of the respective ministries, the United Nations Sustainable Development Cooperation Framework (UNSDCF), and the National Implementation Strategic Framework of Global Compact for Safe, Orderly, and Regular Migration (GCM) of Nepal.

Core functions / Responsibilities:

Tasks to be performed under this contract

  1. Support the implementation of project activities, in line with the project objectives/work plan and with guidance from the Head of Migration and Development; monitor implementation of the activities to ensure work is proceeding according to established plans; analyse implementation difficulties and make recommendations for adjusting implementation modalities and work plans to best reflect changing environments on the field, in close coordination with other project staff and relevant authorities. 
  2. Support the preparation and delivery of capacity-building, consultation, and/or stakeholder coordination activities, including planning and carrying out field visits, conducting training workshops or consultation meetings including Migration School for the range of stakeholders including government, civil society organizations, private sector, and other similar activities. 
  3. Assist the Head of Migration and Development on supporting government in planning for the events, draft meeting notes and event reports, logistics support of the event and in organizing technical committee meetings and drafting agendas.
  4. Draft minutes, prepare and finalize administrative/financial documents according to IOM’s processes, and assist in designing programmatic initiatives and writing project proposals in the field of migration management with a particular focus on labour migration. This includes the management of grants and implementing partners.
  5. Coordinate the preparation of correspondence, conduct research, analyze and summarize information, draft reports, prepare briefings and presentations on migration and development related issues.
  6. Track, compile, and present information on new developments and relevant trends and policies in the field of migration: climate change, private sector partnerships, human rights and development. 
  7. Undertake duty travel for project events as required; maintain effective liaison and coordination with local authorities, partners, United Nations agencies, intergovernmental and non-governmental organizations, donors and other stakeholders relevant to IOM projects.
  8. Any other duties assigned by the supervisor.

Performance indicators for the evaluation of results:

Satisfactory completion of the deliverables and final submission will be subject to approval of IOM Nepal Head of Migration and Development Department. Coordination with IOM should be maintained through regular updates on work progress in person and in case either through email or virtual meetings, as needed.

Required Qualifications and Experience

Education/ Experience/Skills

  • Master’s degree, preferably in Social Science, Law or a related discipline from an accredited academic institution with minimum 5 years of relevant professional experience;

OR

  • Bachelor’s degree in above field with minimum 8 years of relevant professional experience
  • Strong knowledge and experience in the Global Compact on Migration and Sustainable Development Goals, 
  • Knowledge of and or working experiences of Nepal’s federal context and its governance.
  • Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations;
  • Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups;
  • Prior work experience with international humanitarian/development organizations, non-government or government institutions/organizations, particularly in a multi-cultural setting, is an advantage.
  • Previous experience working on issues related to migration, climate change, labour issues including labour migration, international labour recruitment, corporate social sustainability, social compliance programs, human rights, socio-economic development, and/or migrants’ rights is desirable.
  • Excellent computer skills – Nepali typing and report design. 
  • Ability to work under pressure with minimum supervision.

Languages

Fluency of English and Nepali is required (Verbal and Written). Working knowledge of any other local language is an advantage.
