The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies (NSs). The overall aim of IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by NSs with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises. IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality. IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services. IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. IFRC also has country cluster delegations and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.

1. Background
The IFRC Danish Red Cross (IFRC DRC) works in partnership with the Nepal Red Cross Society (NRCS), the auxiliary to the Government of Nepal and was established more than 60 years ago. The NRCS works through a network of chapters and volunteers which are located across the entirety of the country. Through the partnership of IFRC DRC with NRCS, we can provide sustained, impactful assistance to communities in every part of Nepal.
With support from the Faroe Islands Red Cross, we have been implementing a “Mental Health Matters” project to help address the longer-term MHPSS needs of the people affected by disaster and crisis in Nepal. The project acts as an inject to the priorities outlined in the NRCS Emergency Health Preparedness and Response Framework and contributes to supporting the National Society to take a nationwide lead on providing basic and focused psychological support for people in distress during emergencies and community people who have limited or no access to MHPSS services due to various reasons. The project prioritizes the findings from the capacity gap analysis among the NRCS district chapters and emergency responders. This approach ensures that the project design and implementation align with the detailed assessments, meeting the needs of the affected individuals and the necessary capacity to address those needs. Mainstreaming of Community Engagement & Accountability (CEA), and Protection, Gender & Inclusion (PGI) will be considered throughout the implementation of the project.
The project aims to develop the trainers and PFA volunteers at the headquarters, province and district levels who will be developed as MHPSS focal persons at the respective levels. Similarly, standard tools and templates developed by the project are a significant contribution of the project to strengthen the capacity of the system. The project builds upon and complements the ongoing efforts of IFRC DRC in Mental Health and Psychosocial Support in collaboration with NRCS. This will enhance the IFRC DRC’s technical leadership role in MHPSS and align with the IFRC shared leadership approach acknowledging IFRC DRC’s pivotal role in MHPSS. The trained volunteers in different districts have been offering PFA services to Monsoon-related disaster-affected families in Kanchanpur, Kailali, Ramechhap, Sindhuli and Kavrepalanchok. Similarly, the team is also providing stress management sessions to the volunteers and project team who have been engaged in emergency relief and response.
IFRC Danish Red Cross will also be supporting specific protection needs of children, girls and women who were affected by the September 2024 floods in Kathmandu. This support will be provided to Nepal Children’s Organization – Nepal Bal Sangathan.
2. Purpose, Objective and Audience
Purpose:
The consultancy seeks to produce three high-quality 4K video documentaries and to capture a compelling series of nine impactful photographs with detailed captions. These media outputs will highlight and document the psychological first aid) PFA supported by the IFRC Danish Red Cross (IFRC DRC) and delivered by the Nepal Red Cross Society (NRCS) to vulnerable populations and front-line workers. The initiative focuses on addressing critical mental health needs during and after disaster events, when psychosocial support is most urgent, as well as supporting community members grappling with prolonged psychological challenges stemming from various crises.

The video series will focus on the following themes:
- Volunteers Providing MHPSS: Highlighting the role of trained volunteers offering psychosocial support to disaster-affected individuals and communities. Volunteers’ stories on stress management and self-care
- Capacity Building for Health Professionals: Identifying gaps in MHPSS services and emphasizing the importance of MHPSS-trained health professionals.
- Community Stories: Personal accounts from affected individuals describing their mental health experiences during and after disasters after facing the loss of life, livelihood, or evacuation and their need for mental care support.

MHPSS Photo Documentation
Location: Ramechhap, Kavre and Sindhuli
A curated photo series of six high-quality action photographs which illustrates the significance of delivering MHPSS to disaster-affected communities, with a particular focus on vulnerable groups. Each photograph will include descriptive captions to contextualize the scene and its relevance to the audience.
Nepal Bal Sangathan Support Photo Documentation
Location: Kathmandu
A curated photo series consisting of three high-quality action photographs will be produced to highlight the Red Cross's support in addressing the specific protection needs of children, girls, and women affected by the September 2024 floods in Kathmandu. This support is being provided to the Nepal Children’s Organization (Nepal Bal Sangathan). Each photograph will feature descriptive captions to contextualize the scene, ensuring its significance and relevance are effectively conveyed to the audience.
Objective:
The video will be one of the communication and visibility products produced and will be one of the major fund-raising tools for Fare Island Red Cross and disseminated through board meetings, fund raising campaign, online channels such as Facebook, YouTube, websites, etc. They will also be screened during various meetings and programs with partner national societies, and also will be shared with relevant donors and stakeholders.
Audience:
The target audience for the videos and photos includes:
- Primary Stakeholders: Fare Island Fundraising Department, Beneficiaries, project donors, consortium partners.
- Wider Community: General audiences reached via online platforms, highlighting IFRC DRC and NRCS's critical role in disaster management and MHPSS services.
3. Methodology
Pre-Production
- Conduct consultation meetings with the project team to understand the project’s scope.
- Develop a detailed work plan, including a shooting schedule, timeline, and a comprehensive questionnaire for interviews.
- Create and finalize scripts in English, later translating them into Nepali. Each video will have English subtitles.
- Prepare travel arrangements for on-site footage capture in coordination with the project team.
Production
- Record interviews with stakeholders and affected individuals to capture authentic stories.
- Use creative techniques to produce visually compelling narratives while ensuring participant consent and dignity.
Post-Production
- Edit the raw footage into cohesive videos, enhancing them with music, sound effects, and graphics.
- Include titles and subtitles in English.
- Address team feedback to refine the final outputs.
4. Roles & Responsibilities
- Consultant: Oversee video production, from pre-production to final delivery, while ensuring the highest quality standards. The consultant will also be responsible for getting consent from the interviewee in the videos.
- IFRC DRC Focal Point: Provide guidance, facilitate field visits, and offer necessary support during the consultancy period.
5. Deliverables & Tentative Schedule
Deliverables:
- Inception report of a minimum of 4 pages including:
- Timelines
- Methodology
- Field plans
- Team member details
- Tools to be used, etc.
- Three high-quality 4K video documentaries each 1:30 - 2 mins in length. Final videos will include English subtitles and sign language interpretation.
- Nine impactful high-resolution photographs with detailed captions.
- Obtain proper consent from all individuals featured in the photos and videos. Submit final consent forms to IFRC DRC.

6. Skills and Requirements
- An experienced team comprised of director, scriptwriter, videographer, and others as necessary. The role of each member in the production process must be clearly expressed in the project proposal.
- At least five years of relevant professional experience in producing videos and documentaries.
- A creative team who is passionate about storytelling and conveying messages through videos.
- Demonstrated ability to address feedback promptly and collaborate with diverse teams.
- Excellent knowledge of Nepali and English.
- Diversity and inclusion in team composition will be considered during the selection process.
7. Expression of Interest
The interested firm or individual consultant should submit an expression of interest including both a Financial Offer and a Technical Offer. These include the following:
1. Financial Offer - This consists of a detailed financial proposal for the delivery of the services outlined above, with costs broken down significantly for each component and sub-component.
2. Technical Offer - A method statement/proposal outlining the proposed approach to ensure quality is maintained throughout the duration of the contract and how they propose to meet the Terms of Reference.

8. Financial Proposal/Offer
Price should be quoted in Nepalese rupee (NPR) inclusive of all taxes, wages, etc. Please quote the best price inclusive of best discount and applicable government taxes (e.g. VAT) in your offer. Income tax and other applicable taxes will be deducted at source as per Govt. rule while making payment.
Payment: Within 30 days from date of receipt/delivery of final report with all supporting documents including commercial invoice.
Please state clearly in your quotation if your payment term is different than the above.

9. Travel Allowance
The IFRC DRC will cover all travel and accommodation costs as per actual basis & food-max NPR 1800 per person per day as per IFRC policies (If applicable).
10. Copyrights and Utilization Rights:
The footage is strictly prohibited to use in any other video or social media. All materials arising out of the consultancy shall remain the property of IFRC/IFRC Danish Red Cross.
