TERMS OF REFERENCE

TITLE OF ACTIVITY: Consultant to develop “Guidelines for Rehabilitation Facility Establishment, Operation and Upgrading”

1. Context

Globally, 1 in 3 persons today are estimated to be living with a health condition that would benefit from rehabilitation service. This need is predicted to increase in the coming years due to changes in the health and characteristics of the global population including Nepal, as people are living longer but with more chronic diseases and health conditions. Emergencies, conflicts, disasters, and outbreaks all create surges in rehabilitation needs. Globally, many people are living with mid- and long-term consequences of COVID-19 and may need rehabilitation to support their recovery from the disease. Establishing comprehensive rehabilitation centers is crucial for providing integrated services that address physical, mental, and social aspects of rehabilitation. The World Health Organization's Rehabilitation 2030 initiative underscores the global commitment to strengthening rehabilitation services and ensuring availability and accessibility to all who need them. 

In Nepal, there is standard guidelines on Health Facility Establishment, Operation and Upgrading which defines/describes entire process of facility establishment and operation, however, this does NOT mention explicitly about rehabilitation facility establishment and operation. Developing separate standard guidelines for rehabilitation facilities will contribute to improving quality of rehabilitation services by standardizing the rehabilitation service facility.

2. Objective of the consultancy

  • The objective of this consultancy is to develop national guidelines that outlines the standards, procedures for establishing, operating, and upgrading rehabilitation centres. This guideline will serve as a comprehensive guiding document for stakeholders involved in the planning, development, and management of rehabilitation facilities, aligning with international standards and the objectives of WHO REHAB 2030 call for action rallying stakeholder towards concerted and coordinated action to scale up rehabilitation.

3. Key Responsibilities (Scope of Work-SOW) 

  • Conduct desk review of existing national and international guidelines, policies related to “Health and Rehabilitation Facility Establishment, Operation and Upgrading”
  • Review layout documents of existing Physical Rehabilitation Centres (PRCs) and visit PRCs. 
  • Develop draft document and share /present with EDCD/ LCDMS and technical working group formed by EDCD/LCDMS to gain feedback. 
  • Facilitate two technical working group (TWG) meetings and one consultation workshop to gain feedback on draft guidelines. 
  • Ensure all the feedback received from TWG meetings and consultation workshop are well incorporated in the draft guidelines.
  • Finalize the guidelines and submit EDCD/LCDMS and PRA/HI

The consultant will work in close coordination with LCDMS and the USAID PRA team of HI.

4. Consultant’s profile:

  • Demonstrated expertise in public health/ healthcare management/rehabilitation/ field.
  • Ph. D. in Health Care Administration
  • Proven experience in developing national guidelines, policies, or strategic documents related to health or rehabilitation.
  • Familiarity with international standards and best practices in rehabilitation, including WHO guidelines and initiatives such as REHAB 2030.
  • Excellent communication, documentation, and facilitation skills, with experience in engaging diverse stakeholders and fostering collaboration.
  • Capacity to deliver high-quality work within specified timelines and adhere to project requirements and guidelines.
  • Good understanding about Nepal’s health system and rehabilitation.
  • Proficient in Nepali and English, both written and typing.
  • Expert in MS Microsoft

5. Service Duration and Location

  • Service duration- Total 15 working days (From the date of contract signing) spreading over 1 month.
  • Location: Work from home/workplace and visit to LCDMS (during technical working group meetings)

6. Key deliverables 

  • Workplan with detailed timeline- within a week after contract signing.
  • First draft of Guidelines on Rehabilitation Facility Establishment, Operation and Upgrading 
  • PowerPoint slides to present in stakeholders’ consultation workshop.
  • Final version of Guidelines on Rehabilitation Facility Establishment Operation and Upgrading

7. Budget

The consultant should mention per day consultancy fee in the financial proposal. TDS will be deducted as per the tax policy. 

8. Reporting Person

Rehabilitation Technical Advisor- USAID PRA at HI

9. Payment Terms and Conditions

  • Consultant should mention the terms and conditions of payment in financial proposal and in line with HI policy.
  • HI will release the payment to consultant /consultancy agency after submission of each deliverable to LCDMS (30% payment after signing the contract, 30% after submitting first draft document and 40% after final guidelines submission).

10. Required Documents

  • Cover Letter/Resume
  • Financial and Technical proposal
  • A brief concept notes highlighting the methodological design including work plan, and quality assurance mechanism.
  • The document should have annexed biodata of the assigned team member/s.
  • Copy of PAN Registration Certificate.
  • Copy of Citizenship.

11. Weighted for selection criteria

  • Qualifications: 30%
  • Relevant Experience: 30%
  • Knowledge of rehabilitation and health system strengthening: 20%
  • Budget: 20%
