Job Description
Position: Construction Field Engineer
Line Management Report to: District Coordinator
Duty Station: Kusma, Parbat with field visits.
Purpose of the Position:
Under the direct supervision of the District Coordinator, the Construction Field Engineer’s primary function is to facilitate and supervise the construction work of health facilities/ birthing centers in Parbat & Myagdi districts. The Construction Field Engineer will work closely with the district team and health facility operation and management committee members to accomplish upgradation of the identified health facilities/ birthing centers in the districts.
Major Duties and Responsibilities:
- Coordinate with District Coordinators, Health Facility Management committees regarding construction/renovation of the birthing center (new or existing structure).
- Develop detail budget and renovation plan based on local market price. Which includes pricing and exploring construction material, contractor, workman, paintings, plumbing, electrical wiring/lighting etc.
- Develop locally appropriate construction/renovation plan (consider the local weather, culture and availability of local resources). Prepare Drawings, Specifications, Bills of Quantities(BOQs) etc.
- Ensure that construction work is as per Drawings, Specifications, Bills of Quantities(BOQs) etc.
- Ensure the quality and consider the infection prevention factor.
- Provide technical support to the District Coordinator in any contractual issue or additional construction work that might incur extra costs, ensure adherence to costs and timelines.
- Be a facilitator to HFOMC members to explain them about repair and construction plan.
- Act as a liaison person between the OHW and sub‐contractors, if any
- Regularly make supportive supervision visits of project’s site, oversee the works and guide the contractors/builders to ensure the quality of the construction
- Provide the project completion report (separately for each health facility) with actual cost, material used and number of manpower used for auditing purpose.
- Provide decent quality of after and before pictures of construction/renovation of the Health Facilities/Birthing centers and submit report in time.
- Perform any other duties related to the scope of the assignment as determined by the Supervisor
Job Specifications (minimum job requirements):
Academic qualifications and work experience:
- Bachelor degree in Civil Engineering with at least two years’ experiences in related field.
- Experience in dealing with government stakeholders.
- Health facilities renovation/construction experience will be an added advantage.
Skills and abilities
- Commanding skills in MS Office Packages and Auto-CAD
- Knowledge on tendering procedures, construction norms & laws and computational techniques
- Ability to manage multiple projects at a time
- Excellent communicator, with report writing skills
- Ability and willingness to travel to remote locations
- Having two wheeler vehicle license will be preferable
